AREA AGENCY ON AGING OF SOUTHWESTERN ILLINOIS<br />
The main concern is mobility – being able to get from one place to another. A consumerresponsive<br />
transportation system throughout the 7 Southern <strong>Illinois</strong> counties is a key to<br />
maintaining individuals in their home and community.<br />
The senior service system must increase the awareness of how to maintain individual health.<br />
Medications must be affordable. Maintenance of affordable housing is a priority.<br />
The system must be a continuum, from educating the young about healthy aging to providing<br />
quality care in nursing homes. The system must be seamless, with easy access. Choice of<br />
services, providers and locations must available, including senior companions, assisted<br />
transportation, and adult day services.<br />
<strong>Illinois</strong> should integrate federal and state funding sources for home and community-based<br />
services in order to raise monthly maximums for older persons under the Community <strong>Care</strong><br />
Program and offer seniors a wider array of service options.<br />
Funds should be appropriated for additional services provided under the current Medicaid<br />
waiver, including home-delivered meals, transportation and personal electronic response<br />
systems. <strong>Illinois</strong> should amend the current Medicaid waiver to include “targeted” case<br />
management on clients with special needs, including persons with dementia, complex chronic<br />
illnesses and disabilities, and clients who are capable of leaving a long-term care facility and<br />
returning to the community with appropriate home and community-based services. Targeted<br />
case management could generate additional federal participation.<br />
<strong>Illinois</strong> should appropriate state funds for respite services to provide temporary and intermittent<br />
relief and assistance to individuals providing constant care to older adults in the community.<br />
Improve and expand the <strong>Long</strong>-<strong>Term</strong> <strong>Care</strong> Insurance Partnership Program to provide incentives<br />
for individuals to purchase private long-term care insurance and protect their assets if they need<br />
to apply for Medicaid in the future to cover the cost of long-term care.<br />
SUBURBAN AREA AGENCY ON AGING<br />
The state needs to direct more resources in support of home and community-based options.<br />
<strong>Illinois</strong> needs to do a more effective job of integrating federal, state and local resources in<br />
support of home and community-based services. The following steps should be taken to<br />
improve the long-term care system in <strong>Illinois</strong>:<br />
