• Increase the maximum amount of care for which frail elderly are entitled, to assure that<br />
care is available early mornings, evenings, weekends and holidays, as needed to<br />
maintain independence.<br />
• Expand payment rates to providers of services to assure living wages for employees and<br />
adequate supply of quality services.<br />
• Increase service delivery options based on successful models that encourage seniors’<br />
control over their care, including models already evaluated:<br />
≡ “Cash and counseling” demonstration programs;<br />
≡ Personal care attendants; and<br />
≡ Worker-owned cooperatives.<br />
