8. Work with private landowners<br />
and/or agencies whose land lies<br />
within potential trail corridors.<br />
• Notify affected private landowners and<br />
keep them informed of status of trail<br />
corridors.<br />
• Inform private landowners of <strong>County</strong>’s<br />
commitment not to seek land or trail<br />
easements through condemnation<br />
process.<br />
• Secure trail easements from relevant<br />
private-land owners over the long term<br />
through negotiation or development<br />
review processes.<br />
• Educate private landowners about the<br />
New Mexico Public Recreation Statute.<br />
9. Preserve Rural Character and Quality<br />
of Life.<br />
• Respect privacy and interest of rural<br />
residents by limiting trail corridors over<br />
private land to areas necessary to gain<br />
access to public open space areas or<br />
reduce fire hazard.<br />
• Respect the privacy and solitude of<br />
residents, many of whom moved to the<br />
<strong>East</strong> <strong>Mountain</strong>s area to be away from<br />
traffic, people and urban influences.<br />
• Preserve historic function of dirt and<br />
gravel roads as trails connecting<br />
residents to various open spaces and<br />
other resources within the community.<br />
• Maintain public access to open space<br />
resources.<br />
