local level for planning, design and construction<br />

of the targeted facilities. An alignment/feasibility<br />

study will then take place to determine the<br />

specific placement of the trail in the landscape,<br />

as well as the projected construction costs, the<br />

real estate requirements (land, right-of-way<br />

and/or easements) and environmental and other<br />

clearances necessary to complete the proposed<br />

facility. Once all necessary funding, real estate<br />

and clearances have been obtained, the final<br />

design and construction documents will be<br />

developed for the facility. Only thereafter will the<br />

actually facility be constructed by the <strong>County</strong><br />

through a contractor or its own staff. Typically, a<br />

given facility will take two to four years to<br />

complete from the time the <strong>County</strong> initiates’<br />

action on a proposed priority facility. This process<br />

is shown in Figure 22.<br />

The specifics of the implementation process and<br />

partners will vary depending on the different<br />

types of facilities. In all projects, the <strong>East</strong><br />

<strong>Mountain</strong> Coalition of Neighborhoods and<br />

Landowners will be involved.<br />

• Bike Routes (shoulders, striping and<br />

signage) will typically be initiated by the<br />

<strong>County</strong> Public Works Division working with<br />

NMDOT utilizing funds earmarked for<br />

transportation projects. Where necessary,<br />

ROW will need to be secured.<br />

• Future changes to rural roads, which already<br />

are functioning parts of the trail system, as<br />

well as trail modifications to former rural<br />

roads that have been recently paved, will<br />

also be initiated by the Public Works Division<br />

and will in many cases require purchasing of<br />

additional ROW.<br />

• Paved multi-purpose trails and soft surface<br />

trails within road ROW will be a joint effort of<br />

the Public Works and Parks and Recreation<br />

Departments, and depending on the type of<br />

road will also involve NMDOT. Paved multipurpose<br />

trails will in many cases require an<br />

alignment study and some additional ROW<br />

purchases.<br />

• Implementation of soft surface trails outside<br />

of road ROW will begin with securing of an<br />

easement for the trail, either by mutually<br />

agreeable transfer from a private landowner<br />

to the <strong>County</strong>, or as part of the platting of<br />

land for residential development. Trail<br />

easements may also involve a private third<br />

party that can hold the easement. In the<br />

case of trails on the State Land Office lands,<br />

permission of the existing lease-holder will<br />

have to be obtained and/or an additional<br />

lease will have to be negotiated with State<br />

Land Office. Once the easement or lease<br />

has been established the trail may be<br />

designed and constructed, often with the<br />

assistance of volunteers and user group<br />

organizations.<br />

• Other facilities such as trailheads, recreation<br />

areas and staging areas will require the<br />

<strong>County</strong> to purchase or lease land from<br />
