3.1.3 FIRST FLOOR HEIGHT<br />
Provide a minimum first floor height of 4.5 metres,<br />
measured floor-to-floor from average grade.<br />
a. Where the base building is adjacent to low-rise residential <strong>buildings</strong> or to a heritage property, maintain a direct relationship<br />
between the first floor height and the height and scale of the neighbouring <strong>buildings</strong> (see 3.1.1 Base Building Scale and Height<br />
and 3.1.4 Façade Articulation and Transparency).<br />

RATIONALE<br />
A generous first floor height gives prominence to the street<br />
level, establishes a clear presence for retail, and increases the<br />
visibility, marketability, and utility of ground floor space.<br />
A minimum floor-to-floor height of 4.5 metres also<br />
accommodates the vertical clearance required for loading<br />
spaces and truck maneuvering within the rear of the building,<br />
which is essential to the viability of retail and many other<br />
commercial activities.<br />
Where appropriate, <strong>tall</strong>er first floor heights for grade-related<br />
residential units are encouraged to provide continuity in<br />
the base building and to permit adaptability and long-term<br />
flexibility, including possible future conversion to retail or<br />
commercial use.<br />
The floor-to-floor heights of adjacent heritage properties<br />
or lower-scale <strong>buildings</strong> that are not anticipated to change,<br />
should be reflected in the design and articulation of the base<br />
building to promote integration and fit with the context.<br />
