Citizens’ Charter<br />

The Citizens’ Charter in its present form is available<br />

at the website on the <strong>Ministry</strong>. However, the vision<br />

and mission of the <strong>Ministry</strong> is as follows:<br />

Vision<br />

• The vision of MoES is to emerge as a<br />

knowledge and information technology<br />

enterprise for the <strong>Earth</strong> System Science<br />

(atmosphere, hydrosphere, cryosphere and<br />

geosphere) realm for the Indian subcontinent<br />

and ocean.<br />

Mission<br />

• To cover wide range of activities contributing<br />

to various social benefits in the areas of<br />

weather (general), weather advisories specific<br />

to agriculture, aviation, shipping, sports etc.,<br />

monsoon, disasters (cyclone, earthquake,<br />

tsunami, sea level rise), living and non-living<br />

resources (fishery advisories, poly-metallic<br />

nodules, gas hydrates etc.), coastal and<br />

marine ecosystems, climate change and<br />

providing drinking water to the population in<br />

the islands of Lakshadweep (UT), through use<br />

of ocean science and technology. The frontline<br />

areas of MoES with immense potential for the<br />

benefit of the humankind and promotion of<br />

marine industry are:<br />

• To provide services in the areas of<br />

research, infrastructure and generation of<br />

human resources, popularisation of <strong>Earth</strong><br />

System Science (atmosphere, hydrosphere,<br />

cryosphere and geosphere) mission to<br />

establish as information network for the<br />

scientific community.<br />

• To encourage dissemination of information<br />

in Ocean sector regarding work being<br />

performed by the department and its<br />

autonomous bodies, to stakeholders and<br />

promote establishment of an ocean related<br />

information system.<br />

• To bring about desired level of<br />

transparency in the management of funds<br />

received by the autonomous bodies by way<br />

of grants and also to make public the work<br />

done by the bodies out of such grants.<br />

• To tune the system with a view to<br />

encourage formulation of research and<br />

development schemes in the Ocean sector<br />

in a transparent manner, promote capacity<br />

building and human resource development<br />

by encouraging research.<br />

• To process research proposals for schemes<br />

on basic research, application areas and<br />

manpower development programmes for<br />

Ocean <strong>Sciences</strong> in a transparent and timebound<br />

manner.<br />

• To extend support for seminars, symposia,<br />

conferences etc. and process application<br />

for grants to organise seminar/symposium/<br />

conference in a transparent and timebound<br />

manner.<br />

• To create awareness about Ocean sector by<br />

participation in educational programmes,<br />

exhibitions and trade fairs and through<br />

partnership with NGOs, in order to<br />

appreciate the role of the Ocean system<br />

both as a provider of living and non-living<br />

resources, and as major contributor to<br />

earth’s climate and ecological balance.<br />
