danger of a potential Kurdification <strong>in</strong> the new<br />

era follow<strong>in</strong>g the toppl<strong>in</strong>g of Saddam Husse<strong>in</strong><br />

as the Kurdish groups have ga<strong>in</strong>ed strength<br />

disproportionate to <strong>their</strong> share <strong>in</strong> the population.<br />

However, no authority can claim what are<br />

the proportions given there is no census or registry<br />

available.<br />

There is very limited data on Iraq’s population.<br />

The population of the country has <strong>in</strong>creased<br />

from 12.9 million <strong>in</strong> 1980, to 17.3 million <strong>in</strong><br />

1990, <strong>and</strong> to 24.7 million <strong>in</strong> 2003, which <strong>in</strong>dicates<br />

a population growth rate of about 3%. 13<br />

This is very high <strong>in</strong> comparison with European<br />

<strong>and</strong> North American countries, as the statistics<br />

reveal the population growth rate <strong>in</strong> Iraq<br />

was 2.78 between 1995 <strong>and</strong> 2000, whereas it<br />

was 0.02 for Europe, 1.07 for North America,<br />

<strong>and</strong> 1.35 for the whole world (1.35 globally). 14<br />

A strik<strong>in</strong>g contrast revealed with<strong>in</strong> the exist<strong>in</strong>g<br />

data is that 42 percent of the entire Iraqi population<br />

is under 14, as compared to 21.5% <strong>in</strong><br />

North America, <strong>and</strong> 17.5 <strong>in</strong> Europe. 15<br />

As with all m<strong>in</strong>orities <strong>in</strong> Iraq, the size of the<br />

community is burdened with controversy.<br />

Most <strong>in</strong>ternational sources <strong>in</strong>dicate a population<br />

of around half a million for Turkmen,<br />

whilst Turkmen resources claim <strong>their</strong> population<br />

to be about 1.5 to 3 million. 16 Accord<strong>in</strong>g<br />

to the last census <strong>in</strong> Iraq when Turkmen were<br />

allowed to register themselves as Turkmen <strong>in</strong><br />

1957, there were 567,000 Turkmen (about 9%)<br />

among 6.3 million Iraqis. 17 Today, Iraqi Turkmen<br />

Front (ITF) suggests a figure of about 3<br />

million Turkmen <strong>in</strong> Iraq (13 per cent of the Iraqi<br />

population). Turkmen People’s Party estimates<br />

that Turkmen, the third largest ethnic group<br />

<strong>in</strong> the country, constitute about 10-13 per<br />

cent of the total, which is also considered as a<br />

realistic figure by Iraqi Turkmen Front 18 . Another<br />

group named Turkmen Cultural Association<br />

(TCA) presents a much smaller number:<br />

one million Turkmen. 19 The head of the Islamic<br />

Union of Iraqi Turkmen based <strong>in</strong> Damascus,<br />

Abbas Bayati, pronounced a figure between<br />

1.5 <strong>and</strong> 2 million for Turkmen <strong>in</strong> Iraq. 20 Accord<strong>in</strong>g<br />

to CIA, Turkmen <strong>and</strong> other smaller<br />

groups are shown smaller down to 5 percent<br />

whereas Arabs are estimated to comprise three<br />

quarters, while Kurds are one <strong>in</strong> six. 21 However<br />

these figures are far from be<strong>in</strong>g accurate as<br />

nobody can verify them. It is also important to<br />

recognise that almost every s<strong>in</strong>gle ethnic group<br />

accommodates Sunni <strong>and</strong> Shiite segments.<br />

Therefore researchers <strong>and</strong> other publics need<br />

to be cautious of the fact that such ethnic or religious<br />

boundaries are often crossed. Unless a<br />

proper <strong>and</strong> fair population census is conducted<br />

<strong>in</strong> Iraq, this contest over population shares will<br />

stay. Any such referendum will also show us the<br />

outcome of decades long ethnic cleans<strong>in</strong>g <strong>and</strong><br />

result<strong>in</strong>g population displacements.<br />

Chas<strong>in</strong>g the Turkmen: The Two Surveys <strong>in</strong><br />

the Aftermath of 2003 Invasion<br />

Study<strong>in</strong>g ethnic m<strong>in</strong>ority populations is always<br />

a challenge because of the paucity of data on<br />

ethnic breakdown of national populations. In<br />

censuses <strong>and</strong> other registration systems, often<br />

groups are often identified by citizenship categories<br />

<strong>and</strong> ma<strong>in</strong>ly for political choices ethnic<br />

or religious categories are not used. Iraq has<br />

not been free from this. Iraqi censuses present<br />

huge variations <strong>in</strong> ethnic group populations.<br />

However, any census is <strong>in</strong> a way, “a pragmatically-designed<br />

<strong>in</strong>strument for collect<strong>in</strong>g policy-relevant<br />

statistical data” 22 <strong>and</strong> the categories<br />

used <strong>in</strong> any census are politically loaded 23 . Thus<br />

censuses are politically designed <strong>and</strong> affect the<br />

politics. Manipulation of censuses <strong>and</strong> group<br />

categories used <strong>in</strong> them become more of an issue<br />

when policies are set to create entitlements<br />

based on race, ethnicity, religion, <strong>and</strong> so on.<br />

Examples can be found <strong>in</strong> both develop<strong>in</strong>g <strong>and</strong><br />

developed countries 24 . This makes censuses always<br />

a difficult issue to hold consensus. Census<br />

<strong>in</strong> Iraq has been on the agenda s<strong>in</strong>ce the <strong>in</strong>vasion<br />

<strong>and</strong> yet, after almost 23 years s<strong>in</strong>ce the last<br />

census, the country has postponed the nationwide<br />

population census <strong>in</strong>def<strong>in</strong>itely “over fears<br />

it could stoke ethnic <strong>and</strong> political tensions” 25 .<br />

This leaves the arguments over the size of re-<br />
