Presentatıon<br />

Iraq is a country <strong>in</strong> which population eng<strong>in</strong>eer<strong>in</strong>g on regard to her ethnic <strong>and</strong> sectarian groups<br />

was carried out comprehensively with pitiless brutality. In fact, the dire results of policies ran by<br />

oppressive regimes now converge with the issues that emerged follow<strong>in</strong>g the U.S. occupation<br />

<strong>in</strong> 2003. Irak is struggl<strong>in</strong>g for existence amidst problems caused by domestic <strong>and</strong> transborder<br />

migration. One of the ma<strong>in</strong> issues overshadow<strong>in</strong>g Iraq both today <strong>and</strong> <strong>in</strong> the future is without any<br />

doubt migration. Furthermore, the unclear status of Iraqi refugees <strong>in</strong> <strong>their</strong> neigbor<strong>in</strong>g countries is<br />

another issue which must be discussed. Hereby a solution <strong>in</strong> the medium or long-term seems to<br />

be costly <strong>and</strong> difficult to achieve.<br />

We, as ORSAM, make efforts to reflect about the latest period of a crisis-ridden Iraq with a special<br />

focus on the dynamics prevalent on a domestic level. On this regard, we previously published two<br />

studies, one discuss<strong>in</strong>g the presence of Turkmen presence <strong>in</strong> Turkey <strong>and</strong> the other one migration<br />

from Iraq to her neighbour<strong>in</strong>g countries, <strong>in</strong> particular Turkey. With this new report we want to shed<br />

light on new aspects.<br />

This authentic study, worked out by Prof. Dr. Ibrahim Sirkeci, a world-renowned scholar <strong>in</strong> the<br />

fields of sectarian dissocation, segmentation, conflict <strong>and</strong> migration, is <strong>in</strong> many ways exemplary.<br />

Sirkeci’s study on the experiences of Turkmen immigrants is by far the most comprehensive work<br />

on this topic <strong>in</strong> the academic field. On this occassion we would like to express our deep gratitude<br />

to himself.<br />

The <strong>in</strong>formation used by Sirkeci throughout his studies will undoubtly <strong>in</strong>crease the credibility of his<br />

appraisals. The author, on the one h<strong>and</strong> provid<strong>in</strong>g us with a vast amount of helpful <strong>in</strong>formation to<br />

enhance our underst<strong>and</strong><strong>in</strong>g on <strong>in</strong>ternational migration of Turkmens, on the other h<strong>and</strong> del<strong>in</strong>eates<br />

an overall image of Iraq, as he also discusses Turkmens with<strong>in</strong> the domestic context.<br />

Accord<strong>in</strong>g to Sirkeci, one of the valoriz<strong>in</strong>g aspects of his work is the special focus on the feel<strong>in</strong>g<br />

shared by Turkmens – the pressure to migrate. If we take <strong>in</strong>to account the uncerta<strong>in</strong>ity, which is<br />

likely to <strong>in</strong>crease <strong>in</strong> the follow<strong>in</strong>g years, we expect an <strong>in</strong>creased number of Turkmens to leave <strong>their</strong><br />

homes <strong>in</strong> case sectarian peace cannot be achieved. For there is not doubt that, due to this process,<br />

not only Turkmens but also Iraq herself, be<strong>in</strong>g deprived of its rich human capital, will be at loss.<br />

F<strong>in</strong>ally, we would like to express that we will cont<strong>in</strong>ue our studies on the migration issue <strong>in</strong> Iraq <strong>in</strong><br />

the follow<strong>in</strong>g term <strong>and</strong> are open to all k<strong>in</strong>d of recommendations from your side.<br />
