TURKMEN IN IRAQ AND THEIR FLIGHT: A DEMOCRAPHIC QUESTION<br />
More than 80% of Turkmen migrations had<br />
taken place after 1990 <strong>and</strong> about 45% left Iraq<br />
after 1997 (Figure 19). The first massive outmigration<br />
can be related to the Gulf War <strong>and</strong><br />
the latter is very likely to be <strong>in</strong> relation to the<br />
Operation Desert Fox <strong>and</strong> cont<strong>in</strong>uous attacks<br />
<strong>in</strong> Iraq <strong>in</strong> the follow<strong>in</strong>g period.<br />
From figure 19, we can also predict that small<br />
<strong>in</strong>crease around the mid-1980s could be due to<br />
Saddam regime’s attacks <strong>in</strong> northern Iraq such<br />
as <strong>in</strong> Halabja. Motivations for migration as expressed<br />
by Iraqi Turkmen respondents will be<br />
helpful <strong>in</strong> underst<strong>and</strong><strong>in</strong>g the relationship between<br />
such an environment of <strong>in</strong>security <strong>in</strong><br />
Iraq <strong>and</strong> Turkmen’s <strong>in</strong>ternational migration as<br />
it was seen <strong>in</strong> some other cases. 84<br />
As figure 20 clearly describes economic motivations<br />
constitute a reason for a significant<br />
portion of Iraqi Turkmen. However the most<br />
cited causes for migration are two-fold: first,<br />
for those Turkmen might have felt extremely<br />
<strong>in</strong>secure, as they needed to flee Iraq to another<br />
country; second they did not want to serve at<br />
Saddam Husse<strong>in</strong>’s army, which is particularly<br />
a key reason for males. Nearly 60% of Turkmen<br />
migrants reported that <strong>their</strong> ma<strong>in</strong> motivation<br />
for migration was <strong>in</strong>security <strong>in</strong> a variety<br />
of forms <strong>in</strong>clud<strong>in</strong>g war, conflict, political op-<br />

pression, <strong>and</strong> fear of persecution. In two third<br />
of the cases, migration decision was made by<br />
migrants themselves while <strong>in</strong> about 25%, it was<br />
the decision of household head.<br />
Only about one fourth of Iraqi Turkmen had<br />
<strong>in</strong>ternational migration experience before <strong>their</strong><br />
last migration <strong>and</strong> one third of them had an<br />
earlier <strong>in</strong>ternal migration experience with<strong>in</strong><br />
Iraq. These <strong>in</strong>dicate an experience of migration<br />
existed for some of Turkmen which may have<br />
facilitated <strong>their</strong> last migration abroad.<br />
Migrant Characteristics<br />
As mentioned above most migrants were<br />
young <strong>and</strong> among those 52% were never married<br />
as opposed to 48% who have been married<br />
