Comment:<br />

terms <str<strong>on</strong>g>of</str<strong>on</strong>g> lifestyles, affordability and access <str<strong>on</strong>g>to</str<strong>on</strong>g> social facilities. New developments should<br />

optimise the provisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> housing <str<strong>on</strong>g>to</str<strong>on</strong>g> suit the social mix and needs in the neighbourhood, or,<br />

in the case <str<strong>on</strong>g>of</str<strong>on</strong>g> precincts undergoing transiti<strong>on</strong>, provide for the desired future community.<br />

The proposed apartments are appropri<strong>at</strong>e <str<strong>on</strong>g>to</str<strong>on</strong>g> the area.<br />

Principle 10 - Aesthetics<br />

SEPP 65 : Quality aesthetics require the appropri<strong>at</strong>e compositi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> building elements,<br />

textures, m<strong>at</strong>erials and colours and reflect the use, internal design and structure <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

development. Aesthetics should resp<strong>on</strong>d <str<strong>on</strong>g>to</str<strong>on</strong>g> the envir<strong>on</strong>ment and c<strong>on</strong>text, particularly <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

desirable elements <str<strong>on</strong>g>of</str<strong>on</strong>g> the existing streetscape or, in precincts undergoing transiti<strong>on</strong>,<br />

c<strong>on</strong>tribute<br />

proporti<strong>on</strong>s and steps, which rel<strong>at</strong>e it <str<strong>on</strong>g>to</str<strong>on</strong>g> the surrounding trees and its palette <str<strong>on</strong>g>of</str<strong>on</strong>g> n<strong>at</strong>ural<br />

m<strong>at</strong>erials and colours, including s<str<strong>on</strong>g>to</str<strong>on</strong>g>ne, tim<str<strong>on</strong>g>be</str<strong>on</strong>g>r and br<strong>on</strong>ze coloured aluminium.<br />

Recommend<strong>at</strong>i<strong>on</strong>s<br />

This is an exemplary design. The BCA compliance <str<strong>on</strong>g>of</str<strong>on</strong>g> the stairs around the lifts and the<br />

adapti<strong>on</strong> plan for disabled units should <str<strong>on</strong>g>be</str<strong>on</strong>g> c<strong>on</strong>firmed <str<strong>on</strong>g>be</str<strong>on</strong>g>fore approval.<br />

C<strong>on</strong>diti<strong>on</strong>s No. 13 and 68 address the <strong>on</strong>ly c<strong>on</strong>cerns raised by Council’s Urban Design C<strong>on</strong>sultant<br />

and ensure compliance with the BCA.<br />

Landscaping<br />

Council’s Landscape and Tree Assessment Officer, Robyn Askew, commented <strong>on</strong> the proposal as<br />

follows:<br />

The proposed development involves the amalgam<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> 3 lots and the c<strong>on</strong>structi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> a 32<br />

unit residential building. The site has a south westerly aspect with a slope <str<strong>on</strong>g>of</str<strong>on</strong>g> 22% falling from<br />

the rear <str<strong>on</strong>g>to</str<strong>on</strong>g> the fr<strong>on</strong>t boundary. The site is part <str<strong>on</strong>g>of</str<strong>on</strong>g> an area known as Nola Road Precinct,<br />

Roseville in Council’s DCP 55 whereby the proposed development has <str<strong>on</strong>g>to</str<strong>on</strong>g> comply with<br />

specific design objectives and c<strong>on</strong>trols.<br />

The veget<strong>at</strong>i<strong>on</strong> associ<strong>at</strong>i<strong>on</strong> for the site is Blue Gum High Forest however, the locally<br />

occurring species <strong>on</strong> the site are not evident except for <strong>on</strong>e Eucalyptus saligna (Sydney Blue<br />

Gum) loc<strong>at</strong>ed <strong>on</strong> the fr<strong>on</strong>t boundary.<br />
