The anticip<strong>at</strong>ed increase in traffic due <str<strong>on</strong>g>to</str<strong>on</strong>g> the subject development would <str<strong>on</strong>g>be</str<strong>on</strong>g> 10 <str<strong>on</strong>g>to</str<strong>on</strong>g> 15 trips per<br />

peak hour, an increase <str<strong>on</strong>g>of</str<strong>on</strong>g> approxim<strong>at</strong>ely 10% over the counted peak hour traffic in Maclaurin<br />

Parade. Although this is a more significant increase over the likely volumes in Nola Road, it<br />

is unlikely <str<strong>on</strong>g>to</str<strong>on</strong>g> increase traffic in Nola Road above envir<strong>on</strong>mental capacity.<br />

Many submissi<strong>on</strong>s refer <str<strong>on</strong>g>to</str<strong>on</strong>g> traffic in Nola Road. C<strong>on</strong>straints <str<strong>on</strong>g>of</str<strong>on</strong>g> the road itself are: narrow<br />

pavement, steep embankment <strong>on</strong> southern side, with large trees <strong>at</strong> the <str<strong>on</strong>g>to</str<strong>on</strong>g>p, steep rise <strong>on</strong><br />

northern side, again with trees <strong>at</strong> the base. Any works <str<strong>on</strong>g>to</str<strong>on</strong>g> widen Nola Road would entail<br />

major earthworks, a redesign <str<strong>on</strong>g>of</str<strong>on</strong>g> the whole road and may not even <str<strong>on</strong>g>be</str<strong>on</strong>g> physically possible.<br />

There is not c<strong>on</strong>sidered <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> sufficient anchorage length for any guardrail <strong>on</strong> the southern<br />

side. It is therefore not possible <str<strong>on</strong>g>to</str<strong>on</strong>g> directly link the subject development with any feasible<br />

works in Nola Road, and Development Engineers are not able <str<strong>on</strong>g>to</str<strong>on</strong>g> recommend any c<strong>on</strong>diti<strong>on</strong>s<br />

requiring such works.<br />

In terms <str<strong>on</strong>g>of</str<strong>on</strong>g> the impact <str<strong>on</strong>g>of</str<strong>on</strong>g> the development <strong>on</strong> the wider road network, this was determined by<br />

modeling the affected intersecti<strong>on</strong>s <strong>at</strong> existing and post-developed use, using the INTANAL<br />

program. The results c<strong>on</strong>tained within the traffic report show th<strong>at</strong> the surrounding road<br />

network would c<strong>on</strong>tinue <str<strong>on</strong>g>to</str<strong>on</strong>g> oper<strong>at</strong>e <strong>at</strong> a ‘good’ level <str<strong>on</strong>g>of</str<strong>on</strong>g> service post development.<br />

This analysis was d<strong>on</strong>e without taking in<str<strong>on</strong>g>to</str<strong>on</strong>g> account the effect <str<strong>on</strong>g>of</str<strong>on</strong>g> traffic flow <strong>on</strong> the Pacific<br />

Highway and the Boundary Street and Clanville Road intersecti<strong>on</strong>s either side. A traffic<br />

study prepared by Council for Special Area 1 in 2003 c<strong>on</strong>cludes instead th<strong>at</strong> in the afterno<strong>on</strong><br />

peak the Maclaurin Parade intersecti<strong>on</strong> is actually functi<strong>on</strong>ing <strong>at</strong> level <str<strong>on</strong>g>of</str<strong>on</strong>g> service F<br />

(uns<strong>at</strong>isfac<str<strong>on</strong>g>to</str<strong>on</strong>g>ry) <str<strong>on</strong>g>be</str<strong>on</strong>g>cause <str<strong>on</strong>g>of</str<strong>on</strong>g> these c<strong>on</strong>straints.<br />

However, no measures are in place <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g>fset the effects <str<strong>on</strong>g>of</str<strong>on</strong>g> development in this area, since<br />

major improvements <str<strong>on</strong>g>to</str<strong>on</strong>g> the Highway would <str<strong>on</strong>g>be</str<strong>on</strong>g> required, which is the resp<strong>on</strong>sibility <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

Roads & Traffic Authority. No additi<strong>on</strong>al c<strong>on</strong>diti<strong>on</strong>s are applicable.<br />

Vehicular access<br />

Based <strong>on</strong> LEP 194, the proposal requires a minimum <str<strong>on</strong>g>of</str<strong>on</strong>g> 50 resident spaces and 8 visi<str<strong>on</strong>g>to</str<strong>on</strong>g>r<br />

spaces. The proposal provides 58 spaces and therefore complies.<br />

Proposed vehicle access and accommod<strong>at</strong>i<strong>on</strong> arrangements have <str<strong>on</strong>g>be</str<strong>on</strong>g>en assessed in the traffic<br />

report against the Australian Standard <strong>28</strong>90.1 2004 – “Off street Car Parking”, and comply.<br />

Waste collecti<strong>on</strong><br />

The architectural drawing B<strong>at</strong>esSmart DA2-01 shows RSD <strong>at</strong> entry, which I assume<br />

represents a roller shutter door. The most recent letter from B<strong>at</strong>esSmart also st<strong>at</strong>es th<strong>at</strong> a<br />

security g<strong>at</strong>e will <str<strong>on</strong>g>be</str<strong>on</strong>g> provided <str<strong>on</strong>g>be</str<strong>on</strong>g>tween the street and the waste collecti<strong>on</strong> area. Council’s<br />

Waste Services Manager will not accept this arrangement. The recommended c<strong>on</strong>diti<strong>on</strong>s<br />

prohibit doors or g<strong>at</strong>es <strong>at</strong> the entry.<br />
