of Transparency International, are based on non-governmental ef<strong>for</strong>ts. Many
other non-governmental organisations monitor corruption problems in the
context of specific subjects of interest to them, such as the sale or transfer of
armaments or the delivery and distribution of food and other <strong>for</strong>ms of
emergency assistance. Intergovernmental organisations such as the <strong>United</strong>
<strong>Nations</strong> also monitor corruption in general and specific subject-areas.
A number of problems have been identified with international monitoring
ef<strong>for</strong>ts. 63
• The ad hoc nature of international monitoring results in a general lack of
standardisation of data and monitoring practices. The extent of monitoring
differs widely from region to region, and the differing methods whereby
in<strong>for</strong>mation is gathered and analysed makes comparisons difficult and
methodologically risky. Some regions are under-monitored, while there is
duplication of ef<strong>for</strong>t in others.
• There is no central agency to gather the necessary resources, develop the
necessary expertise and apply them to analysing global data and using it
to develop appropriate measures.
• There are generally inadequate links between monitoring ef<strong>for</strong>ts and users
of the in<strong>for</strong>mation. In<strong>for</strong>mation gathered <strong>for</strong> a specific purpose, such as
assessing compliance with an international instrument, may not be very
useful <strong>for</strong> other purposes, and more general needs, such as the
development and deployment of technical assistance in anti-corruption
ef<strong>for</strong>ts, tends to be under-in<strong>for</strong>med as a result.
• Data gathered <strong>for</strong> international uses may also not be very helpful <strong>for</strong>
domestic use in the countries where it was gathered.
