other n<strong>on</strong>-governmental organisati<strong>on</strong>s m<strong>on</strong>itor corrupti<strong>on</strong> problems in the<br />

c<strong>on</strong>text of specific subjects of interest to them, such as the sale or transfer of<br />

armaments or the delivery and distributi<strong>on</strong> of food and other <str<strong>on</strong>g>for</str<strong>on</strong>g>ms of<br />

emergency assistance. Intergovernmental organisati<strong>on</strong>s such as the <str<strong>on</strong>g>United</str<strong>on</strong>g><br />

<str<strong>on</strong>g>Nati<strong>on</strong>s</str<strong>on</strong>g> also m<strong>on</strong>itor corrupti<strong>on</strong> in general and specific subject-areas.<br />

A number of problems have been identified with internati<strong>on</strong>al m<strong>on</strong>itoring<br />

ef<str<strong>on</strong>g>for</str<strong>on</strong>g>ts. 63<br />

• The ad hoc nature of internati<strong>on</strong>al m<strong>on</strong>itoring results in a general lack of<br />

standardisati<strong>on</strong> of data and m<strong>on</strong>itoring practices. The extent of m<strong>on</strong>itoring<br />

differs widely from regi<strong>on</strong> to regi<strong>on</strong>, and the differing methods whereby<br />

in<str<strong>on</strong>g>for</str<strong>on</strong>g>mati<strong>on</strong> is gathered and analysed makes comparis<strong>on</strong>s difficult and<br />

methodologically risky. Some regi<strong>on</strong>s are under-m<strong>on</strong>itored, while there is<br />

duplicati<strong>on</strong> of ef<str<strong>on</strong>g>for</str<strong>on</strong>g>t in others.<br />

• There is no central agency to gather the necessary resources, develop the<br />

necessary expertise and apply them to analysing global data and using it<br />

to develop appropriate measures.<br />

• There are generally inadequate links between m<strong>on</strong>itoring ef<str<strong>on</strong>g>for</str<strong>on</strong>g>ts and users<br />

of the in<str<strong>on</strong>g>for</str<strong>on</strong>g>mati<strong>on</strong>. In<str<strong>on</strong>g>for</str<strong>on</strong>g>mati<strong>on</strong> gathered <str<strong>on</strong>g>for</str<strong>on</strong>g> a specific purpose, such as<br />

assessing compliance with an internati<strong>on</strong>al instrument, may not be very<br />

useful <str<strong>on</strong>g>for</str<strong>on</strong>g> other purposes, and more general needs, such as the<br />

development and deployment of technical assistance in anti-corrupti<strong>on</strong><br />

ef<str<strong>on</strong>g>for</str<strong>on</strong>g>ts, tends to be under-in<str<strong>on</strong>g>for</str<strong>on</strong>g>med as a result.<br />

• Data gathered <str<strong>on</strong>g>for</str<strong>on</strong>g> internati<strong>on</strong>al uses may also not be very helpful <str<strong>on</strong>g>for</str<strong>on</strong>g><br />

domestic use in the countries where it was gathered.<br />
