<strong>Silver</strong> <strong>Creek</strong> <strong>Water</strong>shed TMDL Final Report<br />

NFRAP ( No Further Remediation Action Planned) <strong>of</strong> the <strong>Silver</strong> Maple Claims<br />

site as <strong>of</strong> 11/8/2000:<br />

“This site (<strong>Silver</strong> Maple Claims Site) is located on a 38 acre parcel <strong>of</strong> public<br />

land within the <strong>Silver</strong> <strong>Creek</strong> drainage area about one mile northeast <strong>of</strong> downtown<br />

Park City. The site is situated between two prominent land features known as the<br />

Prospectors Square Subdivision <strong>of</strong> Park City and Richardson Flats. The<br />

environmental impact report for the groundwater and surface water study<br />

concluded that the tailings in the Prospector Square area are affecting<br />

groundwater quality in the unconsolidated valley fill aquifer.”<br />

36 6.2, Future Sources. “It is expected that all future development activities<br />

will avoid contaminated areas and, as a result, it is expected that these areas will<br />

not contribute zinc or cadmium load to <strong>Silver</strong> <strong>Creek</strong>.”<br />

I am not sure what this is saying for future development activities at Prospector<br />

Square and/or at the <strong>Silver</strong> Maple Claims area. Is there some regulatory<br />

enforcement “teeth” behind this expectation? Any activities that will increase the<br />

contaminant run<strong>of</strong>f to the PC pipe should be regulated for successful downstream<br />

efforts. Likewise any planned activities by others (ie. Park City, BLM has no<br />

plans for any development <strong>of</strong> the <strong>Silver</strong> Maple Claims site to date) should also be<br />

regulated.<br />

40 <strong>Silver</strong> <strong>Creek</strong> <strong>Water</strong> Reclamation Facility: Where and what is this? Is this the<br />

same facility as the Snyderville Wastewater Treatment Plant?<br />

BLM still wonders if it is possible to hook the Prospector drain up to the<br />

Exit sting sewer system in which the fluids would effectively bypass the <strong>Silver</strong><br />

Maple Claims Site to the wastewater treatment plant.<br />

44 Temporary Erosion Control: How is downward water percolation dealt with in<br />

the Park City Contaminated Soils Ordinance? This downward percolation is <strong>of</strong><br />

concern to BLM because we assume that downward water would percolate<br />

through the large tailings pile at Prospector Square and may source the Prospector<br />

Drain which is flowing onto BLM. This downward percolation <strong>of</strong> water I believe<br />

should be identified as a source <strong>of</strong> contamination and contribution to the<br />

Prospector Drain.<br />
