NOTICE OF MOTION 11.1 Notice of Motion from Deputy Mayor Davis-Dagg – Re: Full Accounting of the Expenditures for Engineering Services in Relation to the Master Plan, EA’s & Grand Bend Sewage Treatment Facility The Deputy Mayor noted that she had received concerns regarding engineer expenditures in the amount of $1.56 million dollars for the Grand Bend Sewage Treatment facility upgrade and asked staff for a breakdown on these expenditures. Minutes of the January 28, 2013 Council Meeting That staff provide a full accounting of the $1.56 million expenditure for engineering services in relation to the (1) EAs, and (2) Grand Bend Sewage Treatment Facility by the end of February. This report will include, but is not limited to, the following information: Date of Payment, Recipient, Amount Paid; and Purpose of the payment in sufficient detail to distinguish it from other payments; and further that if payment is made for more than one item on a cheque, the division of the money should be clearly enumerated. Carried 11.2 Notice of Motion from Deputy Mayor Davis-Dagg – Re: Council Approval & Endorsement of 2012 Year in Review Deputy Mayor Davis-Dagg provided a list of Municipal achievements and asked Council to endorse them as the 2012 Year in Review. 13-0128-26 Moved by: Deputy Mayor Davis-Dagg Seconded by: Councillor Bonesteel MOVED that Council approve and endorse the following 2012 Year-in-Review with any additions/deletions they feel appropriate and post it to the main page of the website for public review and include it as an insertion in the electronic newsletter. 2012 Lambton Shores Year-in-Review (In random order. Not exhaustive.) 1. Strategic Planning – Direction Defined – Council identified and synthesized its core objectives into three key areas: (1) Economic Development – creating the conditions for a thriving economy in our municipality; (2) Community Spirit – the unifying of the community behind common goals for the achievement of the common good and the enhancement of the quality of life; (3) Environment – targeting key environmental issues in an effort to both proactively and reactively protect the unique natural habitat in the municipality we call “home.” 2. Significant Debt Reduction – From the time that Council was elected in 2010 until the end of 2012, the municipal debt has been lowered from $21.4 million to $17.4 million – a reduction of 20%. 3. Successful Ad Hoc Committee Deliberations – Council members participated in and facilitated 10-months of deliberations by members of the Ad Hoc Sewage Advisory Committee and the production of an extensive report on a prospective sewage system in Zones 3 & 4 (Grand Bend) which included 6 recommendations that were received and endorsed by council. This Ad Hoc Committee represented one of the best examples of cooperation between council and the community on a difficult and controversial issue that this municipality has ever witnessed.
