our road allowances as well as on private property. The development agreement shall
contain detail on proposed tree removal and dictate the number of replacement trees,
types and locations for replanting those trees removed as a result of this project.
Every effort should be made to limit removal of trees located in windrows, fence rows
and along natural features.
Provide comment on the proposed project plans for emergency management procedures/safety
protocols
All access roads require address numbering as required by the County of Lambton
Emergency Management 9 -1-1 Policies and Procedures.
The Municipality will require an Emergency Response Plan be developed by the
proponent for the sites in collaboration with the Fire Chiefs, the Ontario Provincial
Police, Lambton County Emergency Medical Services and Municipal Staff that takes
into consideration such matters and acknowledgments as:
The volunteer base of the Fire Department with respect to any medical first
response or fire call, especially during the construction phase;
The developer acknowledges the Municipal limit of service to ground level
assistance only for all core services;
The developer acknowledging that it is responsible for all emergency response relating
to the turbine, and that the municipal or local response will be limited to caring for and
transporting victims once on the ground, guarding against the spread of fire, fighting fires
in operations or accessory buildings, emergency scene management, and/or
investigating criminal activities.
The developer shall ensure that an emergency response plan for personnel
operating the turbines is available, and all staff are aware of their duties and
responsibilities, and are fully trained on the procedures and protocols. The
Developer shall also ensure that regular drills are carried out and, that the
required safety equipment is available.
The developer shall ensure personnel are trained in High Angle and Confined
Space rescue procedures and/or enter into a contract with a High Angle Service
Provider.
The developer shall provide any specialized equipment for High Angle rescue
that is required.
The developer shall provide the Municipality with copies of the emergency
response protocols for but not limited to:
o fire or explosion
o injury/ trauma
