Structure <strong>of</strong> <strong>the</strong> Report<br />
This report is organised <strong>in</strong>to eight ma<strong>in</strong> chapters.<br />
Chapter 1 <strong>in</strong>troduces <strong>the</strong> study.<br />
Chapter 2 briefly outl<strong>in</strong>es <strong>the</strong> <strong>the</strong>oretical foundations <strong>of</strong> <strong>the</strong> study and <strong>the</strong> degree to<br />
which <strong>the</strong>re are def<strong>in</strong>itive answers to <strong>the</strong> questions be<strong>in</strong>g asked and <strong>the</strong> degree to<br />
which policy decisions must be made.<br />
Chapter 3 provides a time series and cross sectional pr<strong>of</strong>ile <strong>of</strong> <strong>the</strong> construction<br />
<strong>in</strong>dustry with a focus on labour and wages. <strong>The</strong> objective <strong>of</strong> this section is to answer<br />
<strong>the</strong> first question set by <strong>the</strong> terms <strong>of</strong> reference: what are current wage rates <strong>in</strong> <strong>the</strong><br />
construction <strong>in</strong>dustry? How do <strong>the</strong>y vary by occupation? How do <strong>the</strong>y vary by<br />
location?<br />
Chapter 4 analyses <strong>the</strong> spend<strong>in</strong>g patterns <strong>of</strong> people <strong>in</strong> lower <strong>in</strong>come groups and<br />
answers <strong>the</strong> second question set by <strong>the</strong> terms <strong>of</strong> reference by highlight<strong>in</strong>g <strong>the</strong> key<br />
expenditure changes as <strong>in</strong>comes change.<br />
Chapter 5 br<strong>in</strong>gs toge<strong>the</strong>r sections 3 and 4 and determ<strong>in</strong>es <strong>the</strong> macro economic<br />
impact <strong>of</strong> <strong>in</strong>come <strong>in</strong>creases that lead to <strong>in</strong>creased and chang<strong>in</strong>g expenditure<br />
patterns.<br />
Chapter 6 focuses on equipment-based construction with a view to determ<strong>in</strong><strong>in</strong>g <strong>the</strong><br />
macro economic impact <strong>of</strong> <strong>the</strong> local production <strong>of</strong> earth mov<strong>in</strong>g equipment.<br />
Chapter 7 analyses <strong>the</strong> relative costs <strong>of</strong> labour and equipment-based construction<br />
with <strong>the</strong> <strong>in</strong>tention <strong>of</strong> sett<strong>in</strong>g <strong>the</strong> parameters on which policy decisions can be made.<br />
<strong>The</strong> overall conclusions are drawn <strong>in</strong> Chapter 8 along with suggestions for future<br />
research and <strong>the</strong> k<strong>in</strong>d <strong>of</strong> <strong>in</strong>formation that should be systematically collected from<br />
labour <strong>in</strong>tensive projects.<br />
<strong>The</strong>re is one appendix which conta<strong>in</strong>s <strong>the</strong> terms <strong>of</strong> reference for this study.<br />
