CAPITAL IMPROVEMENTS PLAN SUMMARY<br />

The <strong>FY</strong> <strong>2013</strong>-2017 Capital Improvements Plan is presented in this section. Overall, the<br />

proposed <strong>FY</strong> 2012-13 capital projects budget is $60.2 million less than the amount budgeted in<br />

the current fiscal year. This is primarily due to the fact that few new projects are being added and<br />

projects in process are being completed. Ongoing projects will have unspent funds roll into<br />

<strong>FY</strong> 2012-13.<br />

Because of limited revenue, no new general fund capital projects are proposed for <strong>FY</strong> 2012-13.<br />

Instead, the focus continues to be on providing funding for maintaining existing buildings, county<br />

roads, and other assets. Those budgets have been set at the appropriate level to prevent<br />

deterioration and to avoid larger bills for repairs in the future.<br />

Non-general fund projects new to the capital improvements plan include:<br />

• New Independence Parkway - $2,750,000 (Transportation Impact Fees Fund)<br />

Funding for roadway improvements per an existing agreement.<br />

• <strong>County</strong> Road 545 (Tilden-State Road 50) - $200,000 (Transportation Impact Fees<br />

Fund & Constitutional Gas Tax Fund)<br />

Funding to conduct a Roadway Conceptual Analysis (RCA).<br />

• Sheriff Mounted Patrol Facility - $400,000 (Law Enforcement Impact Fees)<br />

Funding for the construction of a stable facility at Clarcona Horse Park.<br />

The reports that follow details <strong>Orange</strong> <strong>County</strong>’s comprehensive Capital Improvements Plan.<br />

Available funding has been identified for all project budgets falling within the plan’s five year<br />

window (<strong>FY</strong> <strong>2013</strong>-2017).<br />
