EXPENDITURE CATEGORIES<br />

Personal Services<br />

The costs related to compensating employees, including salaries and wages and fringe benefit costs.<br />

Operating Expenses<br />

The costs of day-to-day operations that include office supplies, equipment, maintenance of equipment,<br />

utilities, and insurance.<br />

Capital Outlay<br />

The appropriation for the acquisition or construction of physical assets or items with a unit cost of $1,000<br />

or more.<br />

Capital Improvements<br />

Physical assets constructed or purchased that have a minimum useful life of 10 years and a minimum cost<br />

of $25,000. These may include buildings, recreational facilities, road and drainage structures, water and<br />

wastewater structures, and equipment.<br />

Debt Service<br />

The expense of retiring such debts as loans and bond issues that includes principal and interest payments,<br />

payments for paying agents, registrars, and escrow agents.<br />

Grants<br />

A contribution of assets by the <strong>County</strong> to another organization for a specific purpose.<br />

Reserves<br />

An account used to indicate that a portion of a fund’s balance is set aside because of legal requirements or<br />

to provide a safety net for unexpected expenses, such as a natural disaster. Reserves are also used for debt<br />

service to ensure no interruption in bond payments as required by bond covenants.<br />

Interfund Transfers<br />

<strong>Budget</strong>ed amounts transferred from one governmental accounting fund to another for services provided or<br />

for operational purposes.<br />

Other<br />

Other expenses include items such as depreciation expense and transfers to other funds.<br />
