NGO’s like SV 5.2 Why is Rwanda a special case in Africa? • After the Genocide Rwanda is taking its future serious. This is reflected in the ambitious Vision 2020 document in which Rwanda describes its ambitions to eradicate poverty and to become a middleincome state by 2020. Rwanda shows vision and also dedication to search for long-term solutions to address its future high population and high population density with risks in food security and employment that could create roots for social instability. Rwanda is not shying away from political short-term unpopular measures required to counter-act the risks at a long-term. Rwanda is also open-for-change and innovation. In these ways it is unique in Africa, and may, therefore, become an example in East Africa and the whole of Africa south of the Sahara. • Rwanda is an active member of various international organisations including East African Community, COMESA and the Commonwealth. It is also a constructive partner in platforms on transboundary waters, including NBI for the Nile and ABAKIR for the Congo (Rusizi and Lake Kivu). Rwanda is a serious partner in trans-boundary issues as its river discharges could easily affect in quantity and quality downstream riparian countries. There will be a positive spin-off in terms of supporting and developing capacities in fragile states as Burundi and DRC. This may contribute to a stable, conflict-free relationship on water management and beyond. • Rwanda is in many aspects interesting for Dutch ODA as it pro-actively and effectively works on structures and conditions that the Dutch Government puts as conditions for cooperation: Page 25
<strong>Scoping</strong> Mission on Rwanda for Embassy of the Kingdom of the Netherlands, Kigali • High level of leadership • Political and social stability • Long-term security of investment • Results-oriented government, also at local level using annual performance contracts • Conducive private sector investment and business environment • Good rate of return and sustainable results for ODA investment • Good governance and low level of corruption • High level of accountability • Energetic, pro-active people • From a private sector investment perspective, Rwanda appears to have a conducive private sector investment climate, effective and friendly for business development, it seems to have a high security for foreign investment and it has the potential to be effective from a business perspective. Rwanda and its private sector is open for innovation and is therefore attractive for new product and services development, an important aspect for the Dutch water industry, knowledge institutions and NGOs. Rwanda has the potential to provide genuine local partnerships that may assist in scaling up business in neighbouring countries possibly in partnership with Rwandan private sector and serve as entry point to target markets for locally produced products & services to neighbouring countries. • In the 2011 Index of Economic Freedom, the Heritage Foundation found that Rwanda was leading the world in improving economic freedom (with 3.6 points) and has a higher overall score than EU member countries like Italy and Greece, a fact hardly known in the Netherlands. • This position means also that Rwanda is seen by its fellow African nations as leading in sustainable development, and is therefore a stabilizing factor in the Great Lakes Region in particular. Rwanda is also translating this in becoming more of a hub, open to both Anglophone and Francophone countries. Transport links are improving and 5 flights a week link Rwanda directly with Schiphol Airport. 5.3 Required capacities at EKN Kigali • Given the current time frame in developing WRM in Rwanda, the windows of opportunities for effective support to the water sector of Rwanda by targeted actions require adequate Embassy staff for the water sector. A Programme Officer in charge of the water sector for adequate project appraisal, monitoring and evaluation additional capacity is required at EKN. • To promote collaboration between Rwanda and the Netherlands it is also suggested to second to MINIRENA or its Authorities a Liaison officer between Rwanda WRM sector and NL supporting organisations and private sector. This person is answerable to the EKN Secretary i/c WRM Programme. • Liaison Officer keeps contact with facilitating government and semi-government institutions Page 26
