Annex 7 Report on meetings held with institutional representation on the water scoping <strong>mission</strong> in
Rwanda
Tuesday, 9 th August 2011, 9 p.m.: Meeting with Rene Venneker,Jochen Wenninger from UNESCO-IHE and
Coenraad Voorhuis from Winrock International
The meeting with Venneker was held at Novotel, where the team explained to us the program they are
working on: Rwanda Integrated Water Security Program (RIWSP); which is a 5 years program supported by
USAID of around 21,000,000 Millions USD.
The main objective of this program is to improve the sustainable management of water quantity and quality
to positively impact human health, food security, and resiliency to climate change for vulnerable populations
in targeted catchments of Rwanda.
The program will cover seven district of Akagera and Akanyaru sub basins; those district are Bugesera,
Nyagatare, Gatsibo,Kayonza, Huye, Nyanza, and Gisagara
The program will be executed by five organizations as CARE, Winrock International, World Vision, ICIWaRM
and UNESCO-IHE.
UNESCO-IHE will be in charge of installation and management of hydrological equipments in the selected
catchments while Winrocks will construct small dams for irrigation as well as providing water for drinking
purposes.

Wednesday 10 th ,August, 2011: RNRA, 11.00 a.m
At 11.00 a.m, we met the deputy director of the Rwanda Natural Resource Authority (RNRA) in charge of
water resource management department Vincent de Paul Kabalisa and Remy Mugunga, the officer in charge
of management of Lake Kivu in the Ministry of natural resource. (MINIRENA).
Vincent de Paul explained us the new restructure with the new authority in charge of natural resource, which
has now a water resource management department among its departments.
Currently the department has developed the national water resource management policy and its strategic
plan for the next 5 years which are waiting for approval by the government.
The department want also to develop an IWRM master plan in the near future as well as other legislative
tools to implement the policy.
The main problems which may be encountered in the execution of the strategic plan, is fund availability. A
good mechanism should be put in place to ensure, to attract donors in the water resource management sector
as few are interested in that sector.
