Scoping mission on water in rwanda - Partners voor Water

<strong>Scoping</strong> Mission on Rwanda for Embassy of the Kingdom of the Netherlands, Kigali
We met with the director of Energy, water and sanitation in MININFRA Emmanuel Hategekimana, who
explained to us the role of MININFRA nowadays in those sectors as policy elaboration, monitoring and funds
mobilization.
He explained different projects in those sectors at national level and cross cutting projects such as Rusizi 3
and Rusizi 4. Maintenance of Rusizi 2, Rusumo Falls project, Nyabarongo 2.etc…
About challenges encountered capacity building at district level should be prioritized.
Which area to be given a priority, rural water supply and sanitation is where efforts should be oriented.
Tuesday 16 th ,August, 2011: NBDF, 08.00 a.m.
Nile basin Discourse Forum (NBDF) is an NGO which is combining all NGOs working in Nile basin countries
and specifically those advocating for the environment.
Beside working with NGOs, NBDF also works with CBOs in awareness for sustainable management of
available resource.
They are doing trainings in different sectors such as water resource management, renewable energy,
environmental impact assessment etc… NBDF has 4 full time staffs.
Tuesday 16 th ,August, 2011: WATER FOR PEOPLES, 09.00 a.m.
Water for peoples in NGO working in 2 districts RUlindo and Kicukiro. In Rulindo they work in the entire
district while in Kicukiro they started with 4 sectors as Kigarama, Gahanga, Masaka and Kanombe.
These two districts were assigned to them by the government.
Their main focus is in water and sanitation sector.
They approach is to make sure that where they operate every one can assess water and sanitation facilities
;they cover the whole district and move into another district.
In each district they start by conducting their own baseline, then plan for the findings and execute.
The Rulindo project is a 4 years program which has three main actors as MININFRA with 30%, WATER FOR
PEOPLES with 55% and RULINDO District with 15%.
Among the priorities :
- Infrastructure in Water and Sanitation sector are more needed;
- Management is very crucial, maintenance should be emphasized as well as monitoring and
evaluation;
