They are also working with MININFRA on data reconciliation, where they are making a water point mapping
for Bugesera.
As recommendation, if investment has to be done, it should be in sanitation sector in urban areas, as wells
reinforcement of M&E in the water and sanitation sector.
Saturday 13 th ,August, 2011: Aqua-Virunga, 09.00 a.m.
Joseph Usabimana , legal representative of Aqua –Virunga, explained to us how their PPP works: they are
partnering with PWN a dutch company which is owning 51% of shares in Aqua Virunga where by the 49%
are owned by Aqua Rwanda.
The PPP started with the water supply management system of Rubavu District which got funding from PSOM
for rehabilitation and management at the end. A m 3 of water is sold at 673 Rwf.
Where:
- 425 Rwf goes to Aqua virunga;
- 90 Rwfs goes to Association of Users;
- 50 Rwfs goes to the district;
- 108 Rwfs goes to VAT.
The PPP is going well and has got another contract with Musanze district.
Saturday 13 th ,August, 2011: MINECOFIN, 10.00 a.m.
At MINECOFIN, we met the National Budget Director, Elias Bayingana who gave us the budget allocation for
different sectors.
The water resource management does not have a proper budget on its own, its budget is under the water and
sanitation budget which is 4-6% of the total national budget representing around 19.7 billions.
On this budget, 80% goes to MININFRA while 20% goes to MINIRENA.
In general,
- MINECOFIN is committed to for economic development,
- The ministry in charge of environment should do more advocacy for the sector, and in regard to
which sector to prioritize in the water sector,
- It is up to relevant ministry to make their own priorities and present them to MINECOFIN.
