<strong>Scoping</strong> Mission on Rwanda for Embassy of the Kingdom of the Netherlands, Kigali The coverage on water and sanitation is around 74% and there are disparity between urban and rural water and sanitation sector. The main challenges are in: - Tarrification, - Public Private Partnership (PPP) and - Land problems (spring intake, its protection..etc..) He recommended the intervention of the Netherlands government to continue to support the water and sanitation sector thought their mutual cooperation. Thursday 11 th ,August, 2011: WORLD VISION, 4.45 p.m. At the end of the second day, we met Mr. Pascal Karemera who is in charge of the quality assurance at World Vision; he explained their role in the water and sanitation sector. World Vision is covering 21 districts in the whole country but they are fully present and involved in only 14 districts. They are having several donors which include the US government and they will also be involved in the new program RIWSP. He recommended to support the water and sanitation sector, but in addition to work with more actors than only one actor(reference to the cooperation with UNICEF) and also to concentrate in prone area where there is a very high need such as the Eastern Province. Friday 12 th ,August, 2011: EWSA, 8.30 a.m. Earlier Friday, we met with the technical team of EWSA made of Sano Anselme Kanyesheja Jean Bosco, director of water development project and Sano Anselme, the deputy director of water and sanitation department. This department is new, many actions were done at ministerial level. The main challenge is the lack of stronger management of water infrastructure at district level, First priorities in rural areas: - Infrastructure rehabilitation, - Sustainable management of the rehabilitated systems. The needs at national level: - National water supply master plan, - Capacity buildings, - Nyabarongo 2. Page 45
<strong>Scoping</strong> Mission on Rwanda for Embassy of the Kingdom of the Netherlands, Kigali Friday 12 th ,August, 2011: AfDB, 10.15 a.m. At the African Development Bank, we met the Ephrem Rutaboba the water specialist and Philippe Munyaruyenzi, the infrastructure specialist. They informed us that AfDB is co-chairing the water and sanitation thematic working group. They support the government through : - Government budget support; - Project oriented approach. On water resource management , there is a lack of data on water quality as well as water quantity. As a recommendation, the water resource management should be among priorities as there are few donors in the sector. Friday 12 th ,August, 2011: SNV-RWANDA, 11.00 a.m. At SNV Rwanda, we met the team made of :Eric Van Waveren, the country representative, Beatrice Mukasine, WASH advisor, Richard Nyirishema WASH advisor and Esdras as a student in intership. They explained us different activities done by SNV Rwanda in different sectors as Agriculture, Renewable energy and WASH mainly for capacity development services. The NGO is currently employing 16 peoples with 2 in the WASH sector. SNV Rwanda in its all project emphasize on local partnership with local organization in the implementation of the project. In the presentation made on the water sector: - Daily water consumption is 6-8l/cap/day in rural areas, - It takes 29 minutes for fetching in rural areas on average, - SNV in WASH work in 4 districts as Nyabihu, Rubavu, Bulera, and Musanze with the collaboration with UNICEF and MININFRA Challenges and needs in the WASH sector, include : - Need of monitoring of PPP at district level, - To increase the strength of JADF - Try to implement project through IRWM. Friday 12 th ,August, 2011: WaterAid,2.00.p.m. We met the program manager of WaterAid at 2.p.m. who gave us a clear picture of all actions of the NGO. The NGO is mainly working in Bugesera District where they are piloting rainwater harvesting storage tank. Page 46
