For Water resource management, as it is an important issue, it should be looked at as integrated manner in
order to ensure sustainability.
Funds mobilization still a responsibility of the ministry;
On PPP, it is very successful for rural areas, however for its success good tarification is a key structure.
In all sector, capacity building should also given an priority especially in infrastructure management.
On why water in Rwanda:
- Good use of funds,
- Very ambitious targets,
- Good environment for doing business,
- Performance is high compared to other countries,
- Strong institutional framework, zero tolerance, good governance is highly achieved,
- Monitoring system very good (audit)

The general director of REMA presented the environmental situation of Rwanda, where by guidelines,
standards, report of the state of environment have been developed.
State of environment is published every two years.
Specifically on the water sector, among first challenges we have:
- Water quantity,
- Water quality,
- Water penetration rate has reduced du to high pressure on soil,
- Agricultural practice, even if there are measures against erosion, a lot of soil is being lost;
WRM is very important as it is a key factor for all water utilization, we shall however start by quantification
and qualification.
So where to allocate funds, the water resource management should be prioritized.
Why to invest in Rwanda:
- 1$ invested is coming back, cost effectiveness;
- After the genocide, the country has made efforts in the education, justice, it is time now to pay more
attention on water sector,
- High density, high population and high demand,
