Case details:
Victim Ashok Kumar, M.B.A student at Bharathidasan University, is an inhabitant of Thanjavur and
belongs to the Parayar Caste community. On 4 th December 2007 there was a quarrel between
Ashok’s father and his neighbour, regarding a land dispute which was already going on for a longer
period.
At 9.00 am Sub-inspector, Kalaniappan and 4 policemen of the East Police Station came to Ashok’s
and Parhobarajan’s house and threatened them to avoid any further quarrel with Somasundram.
Hereupon the SI beat Ashok with the baton until it broke. Having borrowed the baton of another police
constable nearby, Kalaniappan continued to beat on Ashok’s knees and wrists and only stopped after
that baton broke too. Later he was taken to the police station and beaten on his knees by a police
constable. The next day, they were produced before the Magistrate and remanded under a false case
of having weapons.

Case Details:
Victim Kamalakannan is a driver of van and cars residing in Vedasanthur of Dindigul district. He belongs
to the Chozhiya Pillai Community. Madhiyazhagan, a man who called himself as an owner of many
cars and vans requested the victim to sell him few jewels. Accordingly Kamalakannan sold his 18
sovereign gold ornaments at Udhayam Jewelry Shop in Dindigul. Later both had no contact. After 7
months the victim was arrested by Coimbatore Police for assisting Madhiyazhagan in selling stolen
jewels. Kamalakannan was taken to Coimbatore where he was tortured at two different police stations.
He was arrested on 2 nd December 2007 and taken to various parts in and outside the city for ten days.
He was beaten with batons, stamped with boot clad feet, hit on the ears, left to starve, hit on the fingers with
steel rods, and slapped repeatedly. Finally he was forced to indicate any jewelry shop. The police
forcefully demanded jewels from Mohan, the owner of Bharat Jewelry Shop under the condition of
sealing the shop if he didn’t cooperate. The victim was also forced to mortgage his wife’s jewels and
thereby mobilize an amount of Rs.80,000. After all these things, Kamalakannan was hospitalized at
Madurai GH and underwent treatment for four days. Thus the victim suffered torture in the hands of the
above mentioned police officials under illegal detention.
