supported, Rajabai. With the support of the police, Rajabai had constructed a wall in Gayathiri’s property
by demolishing her house. On 18 March 2008 Gayathiri went to the police station to file a complaint
against Rajabai but in vain. The police constables namely Mallikarjun, Anusuyamma, Mahadev and
Ramesh, abused her in filthy words and dragged her out of the police station brutally. Gayathiri incurred
severe pain in her shoulders.

Case Details:
Victim Govinda Raju, aged 32 is a carpenter residing in Udavana halli along with his family. The victim
is a carpenter and owns a shop at Maddur road. He receives many orders and makes tables, cots and
chairs. A police named Suresh asked Govinda to make a cot for him and paid an advance of Rs. 500.
He assured to pay the balance of Rs.1000 at the completion of the work. Accordingly the victim took the
cot to the police station on 14 February 2008. But the official paid only Rs. 500 and denied paying the
remaining amount. Govinda grew angry and returned giving back that amount. He also talked back
stating that he’ll get the money only if it paid fully. As the victim was returning few policemen pulled him
back to the station and started beating him. In the meantime the PSI came and asked them to leave
Govinda. He also told his subordinates to get a doctor certificate stating he was drunk and register a
complaint of making nuisance at the police station. Later on Govinda was hospitalized by his friends.
They gave a complaint to the Inspector. The Dy.S.P and the CI met the victim and requested him to
withdraw the complaint and assured to provide all the expense incurred for the cot and the hospital
charges. Govinda accepted it, but he also states that he has suffered injuries at the hands of the police.

Victim Shekar H.C, aged 35 resides with his family in a portion of house shared by his brothers. On 4
March 2008 there was a fight between his brother Prakash and his wife Sulochana, who lived next
door. Shekar and Krishnegowda rushed outside to find their brother Prakash injured and bleeding. The
