School at Pudhu Vannarapettai to see his son Vilvavendhan, in the state of intoxication. Since he was in
a drunken state he has scuffled with the HM, the Teachers and the Employees of the Mid-day Meals
Centre of the school and abused them continuously. On seeing that, the HM phoned up to the Pudhu
Vannarapettai police station.
Consequently a Sub-Inspector and two Constables arrived from the H-5 Pudhu Vannarapettai with a
patrol van. Seeing the drunken Raja the Constables Robeek called him to the police station without
enquiring. So calling him the police beat Raja with an iron edged baton forcefully repeatedly on all over the
parts of his body. As a result Raja had sustained injuries on his head, below the left eye, on his right
cheek, on the arms on the left hand and on both sides of his back and blood began to ooze from those
parts heavily.

Then the said Constable Rabeek pulled and tied Raja’s hands backwards with a rope and beat him up
again with the baton repeatedly and forcefully. Then the Teachers, the HM and other publics who were
there scolded the policeman Rabeek for beating Raja in such a manner and in that place. Then Raja was
taken to the Pudhu Vannarapettai PS in a patrol van. There his hands were tied backwards by the
Rabeek and he was made to sit at the PS till evening and then he was left.

Case Details:
Victim Sekar, resides at Melagram Thenkasi Taluk, Thirunelveli District. He belongs to Hindu Pallar
community and works as an auto driver. On 28 th April 2008, Sekar was stopped by police officer
Thambithurai near Ambedkar statue while he was on the way home. He was enquired about the money
he had. The police officer started to abuse him with offensive words and tried to take the victim’s money
from his pocket. When Sekar tried to prevent the policeman, he slapped and pushed him down. The
quarrel lasted for half an hour and then Sekar went home.

When Sekar was at home, police officers from Kutralam police station took him to the police station. His
auto was also taken by them. The sub inspector Aruswamy shouted at Sekar for speaking against the
police and punched him on his abdomen by folding his hands calling him as Rascal. He also smashed
his head against the wall. The next day, Sekar’s wife came to the police station along with a lawyer. The
lawyer met Sekar and then talked to the sub inspector. The lawyer told Sekar that he would be taken out
on bail. Sekar told his wife that two FIRs have been registered against him. Sekar was taken to the
Judge’s house at Surukotai on that night and thereafter remanded for 14 days.
