Case details:
Victim Dinesh Kumar, aged 25 years, resides at the Kicchipalayam area in Salem and works as a daily
labourer. On 30 th April 2008 a festival took place at Mariamman Temple during which a fight took place
between one Chinnavan and Gopi. During this incident, Sumathi, the elder sister and other relatives of
Dinsesh Kumar were severely injured and brought to Salem Government Hospital.
Afterwards Uma Priyadarshini, Sub-Inspector (SI) of Kicchipalayam B-5 police station came to Dinesh’s
house and took him to the police station using the pretext of enquiry.
Having arrived at the station Dinesh was verbally abused by Uma Priyadarshini, who accused him of
being a rowdy, and then forced to lie down on the floor. Afterwards these police officers stood on both of
Dinesh’s legs with their booted legs and thrashed him on his foot with a baton. Afterwards Dinesh was
made half naked, knocked down with a gun and then thrashed with a baton on his back and thighs.
Dinesh’s jeans got torn due to the severe beating. Not able to bear the enormous pain Dinesh fainted.

Case Details:
Victim Praveenkumar, aged 19 years, member of the Parayar Caste community, resides at in Tanjavur
and is working as an assistant to an advocate at Kumbakonam. On 23 rd March 2008, Praveenkumar
got into the Tiruvathavur bus and was standing at the foot step because the bus was overcrowded. When
the bus came out of the bus stand the town police Sub Inspector started to beat Praveenkumar on his
legs and wanted to force him to get inside the bus.
Afterwards Praveenkumar complained about the violent behavior of the SI to a police constable, who
slapped Praveenkumar. Hereupon Praveenkumar informed the policemen about his profession and
pointed out that the behavior of the SI and the constable was not covered by the law. Having heard this,
the SI and the constable took Praveenkumar forcefully to the nearby police station where they beat him
badly.
Having been released, Praveenkumar announced to go to the Chief Judicial Magistrate court and file a
private complaint against the Si and the constable. Five days later the SI negotiated with Praveenkumar
and had apologized for his behavior.
