Mandate of the Inquest On February 13, 2006 the Provincial Chief Medical Examiner called an inquest into the death of Tracia Owen, age 14 years, of Winnipeg, on August 24, 2005. The inquest was called under Section 19(1)and Section 19(2) of The Fatality Inquiries Act for the following reasons: (1) to determine the circumstances under which Ms Owen's death occurred. (2) to examine certain social factors (availability of "street drugs" and sexual exploitation of youth) that appear to have played a role in her death.
