horrific. Something that any parent <strong>of</strong> a child in that age category would<br />
find unacceptable. Let there be no misunderstanding - these are not twenty<br />
something year old sex trade workers being solicited on the streets by Johns.<br />
These are children being exploited by men who drive around our streets<br />
looking for these young girls believing they can engage in this kind <strong>of</strong><br />
activity with impunity. This must change.<br />
[34] The inquiry heard about some possible solutions to the roadblocks<br />
presently being encountered.<br />
[35] Certainly in conjunction with tackling the present situation, efforts<br />
should be made to try to prevent this problem from escalating. One obvious<br />
way is through education. Not just education in our schools to dispel the<br />
false lure <strong>of</strong> drug involvement but also to dispel the false assumption <strong>of</strong> easy<br />
money and lifestyle. Also to educate the public about the extent <strong>of</strong> this<br />
problem, the abusive exploitation <strong>of</strong> our youth and the long-term damage<br />
being done to them through these activities <strong>of</strong> drug abuse and sexual<br />
exploitation.<br />
[36] In order to brainstorm and coordinate possible solutions to this<br />
problem, a summit <strong>of</strong> all the disciplines involved even in a peripheral way is<br />
required. For example, law enforcement, justice personnel, child welfare<br />
personnel, group home personnel, foster homes, educators, government<br />
departments, private agencies providing services to youth, community<br />
groups and many others too numerous to mention whose mandate is to work<br />
with children.<br />
[37] I am confident a frank and open discussion <strong>of</strong> the problem and<br />
possible solutions will result in a multi-disciplinary approach.<br />
[38] It is hoped the following would at least be looked at as possible<br />
solutions:<br />
~ Criminal Code provision including new federal legislation including<br />
the Age <strong>of</strong> Protection (C-22)<br />
~ Child d'c Family Services Act legislation — Sections 17 K 18<br />
~ Youth Identification Project<br />
~ Youth Drug Stabilization Act<br />
~ Possible new legislation to be recommended<br />
~ Possible enforcement <strong>of</strong> present legislation not being used to its full<br />
extent
