More placements resulted - Kitigas Group Home in Little Grand<br />
Rapids, foster homes in Winnipeg, group home in Poplar River and<br />
behavioural problems continued including AWOL, aggressive behaviour,<br />
and a possible suicide attempt resulting in her attendance at the Psychiatric<br />
Centre <strong>of</strong> the Health Sciences Centre.<br />
Upon release, more placements including hotel placements until<br />
December 14, 2004 when she became a resident <strong>of</strong> Project Neecheewam, her<br />
final placement.<br />
Although the number <strong>of</strong> placements may be disputable, the return to<br />
her parents'are on 17 occasions demonstrate the state <strong>of</strong> turmoil and the<br />
lack <strong>of</strong> permanency in this child's life.<br />
Finally, at her arrival at Project Neecheewam improvements with<br />
respect to stability, care, treatment and programming appear to have put<br />
Tracia on a more promising road for the future. Although her concerns for<br />
her family and her desire to live with them were ever-present, there was<br />
room for optimism. Tragically this came to an abrupt end on August 24,<br />
2005.<br />
The purpose <strong>of</strong> this inquest is to try to ascertain how Tracia Owen<br />
came to this tragic end and what steps can be taken to try and prevent<br />
reoccurrence.
