<strong>Environmental</strong> <strong>Management</strong> Plan <strong>Guideline</strong><br />

The EIA documentation that will need to be considered when preparing an EMP may<br />

include:<br />

• an environmental impact statement (EIS), or statement <strong>of</strong> environmental effects<br />

(SEE), or review <strong>of</strong> environmental factors (REF)<br />

• a representations report (relevant <strong>for</strong> Division 4 Part 5 projects only)<br />

• concurrence reports from o<strong>the</strong>r agencies or local councils<br />

• conditions <strong>of</strong> approval or consent, and<br />

• any o<strong>the</strong>r approval, licence or permit required.<br />

Requirements and commitments specified or made in <strong>the</strong>se documents must be<br />

incorporated into an EMP. If undertaken correctly this would ensure that <strong>the</strong> resultant<br />

impacts <strong>of</strong> a project’s construction and operation are consistent with its approval or<br />

consent.<br />

For Division 4 Part 5 projects requiring an EIS, a proponent must prepare a<br />

representations report as part <strong>of</strong> its request <strong>for</strong> approval. A representations report<br />

allows a proponent to consider issues raised in representations to <strong>the</strong> EIS exhibition<br />

and, where appropriate, fur<strong>the</strong>r define <strong>the</strong> project and its environmental, social and<br />

economic controls.<br />

Conditions from approvals, licences and permits required from o<strong>the</strong>r government<br />

agencies will also need to be considered in <strong>the</strong> EMP. These agencies may include:<br />

• <strong>the</strong> Department <strong>of</strong> Environment and Conservation<br />

• <strong>the</strong> Department <strong>of</strong> Primary Industries, and<br />

• <strong>the</strong> NSW Heritage Office.<br />

Appendix A provides a chart illustrating <strong>the</strong> post-approval process and provides an<br />

indication <strong>of</strong> <strong>the</strong> documentation that will need to be considered when preparing an<br />

EMP.<br />
