4 Model EMP<br />

4.1 Types <strong>of</strong> EMPs<br />

4.2 EMP Structure<br />

EMPs can be prepared at different times in a project’s life. Usually <strong>the</strong>se are prepared<br />

as:<br />

• Construction EMPs (CEMPs), and<br />

• Operation EMPs (OEMPs).<br />

CEMPs are developed to ensure that appropriate environmental management practices<br />

are followed during a project’s construction. OEMPs are developed to ensure that<br />

appropriate environmental management practices are followed during a project’s<br />

operation and decommissioning. This EMP <strong>Guideline</strong> can be used <strong>for</strong> both CEMPs<br />

and OEMPs.<br />

The scope and content <strong>of</strong> an EMP will be a function <strong>of</strong> both <strong>the</strong> significance <strong>of</strong> a<br />

project’s potential environmental impacts and also a project’s size. Consequently it is<br />

not possible (or desirable) to prepare an EMP template as part <strong>of</strong> <strong>the</strong>se guidelines.<br />

There are, however, common elements that should be included in all CEMPs or<br />

OEMPs. The following sections identify and describe <strong>the</strong>se common EMP elements.<br />

Some discussion is also provided <strong>for</strong> variations in an EMP <strong>for</strong> different sized projects.<br />

All EMPs should include in<strong>for</strong>mation covering <strong>the</strong> four elements shown in Figure 4-1.<br />

A description <strong>of</strong> in<strong>for</strong>mation and issues that may need to be addressed under each<br />

element is provided in Section 4.3. Figure 4-1 is also provided in <strong>the</strong> <strong>for</strong>mat <strong>of</strong> a<br />

checklist in Appendix B which can be used to ensure that <strong>the</strong> EMP addresses <strong>the</strong>se<br />

common elements.<br />

Each <strong>of</strong> <strong>the</strong> four elements may have different end users and <strong>the</strong>ir preparation should be<br />

tailored to suit. Table 4-1 identifies potential end users.<br />
