Environmental Management Plan Guideline operation environmental management plan (OEMP) organisation project proponent A site or project specific plan developed to ensure that appropriate environmental management practices are followed during the operation phase of a project. Company, corporation, firm, enterprise, authority or institution, or part or combination thereof, whether incorporated or not, public or private, that has its own functions and administration. Term used in this document to refer to any design, construction or operation activity associated with a development under Part 4 of the Environmental Planning and Assessment Act 1979 (the Act) or an activity under Part 5 of the Act. For the purposes of this EMP Guideline ‘proponent’ is used to refer to both an applicant for a development application under Part 4 of the Environmental Planning and Assessment Act 1979 (the Act) and also a proponent for an activity under Part 5 of the Act iii | DIPNR
