<strong>Environmental</strong> <strong>Management</strong> Plan <strong>Guideline</strong><br />

Foreword<br />

This <strong>Guideline</strong> was prepared to assist government agencies, contractors, developers<br />

and o<strong>the</strong>r stakeholders prepare effective environmental management plans (EMPs).<br />

There is a reliance on <strong>the</strong> EMP to ensure that a project’s actual environmental impacts<br />

are consistent with those evaluated in <strong>the</strong> environmental impact assessment (EIA)<br />

process. The EMP is <strong>the</strong>re<strong>for</strong>e fundamental to <strong>the</strong> EIA process and should ensure that<br />

commitments given at a project’s planning and assessment stage are carried through<br />

to <strong>the</strong> construction and/or operation stage.<br />

The <strong>Guideline</strong> may also be useful to an EMP’s users as well as its preparers. Councils<br />

may wish to use this document as a guide when requiring that an EMP be prepared as<br />

part <strong>of</strong> a development consent. The general public may use <strong>the</strong> <strong>Guideline</strong> when<br />

reviewing EMPs <strong>for</strong> projects or activities that may affect <strong>the</strong>m.<br />

This EMP <strong>Guideline</strong> was developed in consultation with government agencies,<br />

contractors and industry groups.<br />
