Structure of the Document<br />
1. It was generally felt the draft guidelines and guidance were well tailored, useful, and<br />
of high quality.<br />
2. There was general agreement that the inclusi<strong>on</strong> of some sort of interactive electr<strong>on</strong>ic<br />
format would help in making the guidance document more user friendly.<br />
3. Issues directly affecting the informal sector and small to medium sized enterprises<br />
were not sufficiently covered in the guidance document.<br />
Suggesti<strong>on</strong>s for Further Work<br />
1. Regi<strong>on</strong>ally Specific Issues:<br />
‣ Guideline needed to properly cover the issue of medical waste<br />
disposal/incinerati<strong>on</strong> and the range of appropriate technologies that can be<br />
used by developing countries.<br />
‣ Inclusi<strong>on</strong> of more informati<strong>on</strong> <strong>on</strong> BAT/BEP for regi<strong>on</strong>al activities like<br />
activated carb<strong>on</strong> manufacture, latex rubber smoking, and thermal processes in<br />
smoke processes, unc<strong>on</strong>trolled burning of body bags and small sector metals<br />
producti<strong>on</strong>.<br />
‣ Inclusi<strong>on</strong> of more informati<strong>on</strong> <strong>on</strong> biomass/wood waste oils, charcoal and other<br />
unc<strong>on</strong>venti<strong>on</strong>al sources of energy typical in the regi<strong>on</strong>. Rudimentary and<br />
primitive burning practices required examinati<strong>on</strong>.<br />
‣ Inclusi<strong>on</strong> of a secti<strong>on</strong> <strong>on</strong> “the use of rice husks as an energy source”, in the<br />
guidelines.<br />
2. General Issues:<br />
‣ The guidelines would benefit and become more comprehensive by the<br />
additi<strong>on</strong> of more informati<strong>on</strong> <strong>on</strong> alternative technologies and practices.<br />
‣ Inclusi<strong>on</strong> of a step-by-step plan to guide the developing countries in the<br />
applicati<strong>on</strong> and improvement of BAT/BEP processes.<br />
‣ Additi<strong>on</strong>al informati<strong>on</strong> in the development and promoti<strong>on</strong> of waste<br />
minimizati<strong>on</strong> techniques was requested by some countries in the regi<strong>on</strong>.<br />
‣ Expansi<strong>on</strong> of the Dioxin and Furan Toolkit to include other unintenti<strong>on</strong>ally<br />
produced POPs like HCB and PCBs.<br />
‣ Other countries had queries as to whether they could use brick ovens to burn<br />
infectious medical wastes, and as to whether “encapsulati<strong>on</strong>” could be<br />
regarded as some form of BAT?<br />
‣ Some participants would have liked the guidance document to c<strong>on</strong>tain a sort<br />
of checklist approach so as to guide countries in the implementati<strong>on</strong> of BEP.<br />
‣ The need to harm<strong>on</strong>ize legislati<strong>on</strong>/regulati<strong>on</strong>s and internati<strong>on</strong>al standards was<br />
seen as an issue by some participants.<br />
