Case Study<br />
Background Informati<strong>on</strong><br />
The details for this case study have been developed from recent inventory reports for 5 Pacific Island<br />
countries, which were all prepared using the UNEP Toolkit. The results for releases to air are summarized<br />
in attachment 1. As shown, there are significant variati<strong>on</strong>s between different countries. However, for most,<br />
the major sources are in the categories of waste incinerati<strong>on</strong> (medical and quarantine), power generati<strong>on</strong><br />
(mainly domestic wood burning) and unc<strong>on</strong>trolled combusti<strong>on</strong> (rubbish burning). Other sources of<br />
significance in <strong>on</strong>e or more countries include asphalt plants, a sec<strong>on</strong>dary steel mill, and biomass-fired<br />
power boilers.<br />
Case Study for the Pacific Island Country of Paradisio<br />
Country situati<strong>on</strong>: Paradisio is a Pacific Island nati<strong>on</strong> with a populati<strong>on</strong> of 420,000 people spread across 5<br />
major (high) islands and 25 smaller islands, half of which are atolls. The Capital is Port Alofi, with a<br />
populati<strong>on</strong> of 110,000 people.<br />
Instituti<strong>on</strong>al framework: Most envir<strong>on</strong>mental matters fall under the resp<strong>on</strong>sibility of the Department of<br />
<str<strong>on</strong>g>Envir<strong>on</strong>ment</str<strong>on</strong>g>, although there is no wide ranging <str<strong>on</strong>g>Envir<strong>on</strong>ment</str<strong>on</strong>g> Act, which would allow, for example, for the<br />
issue of permits and c<strong>on</strong>trol of industrial activities. There is however, a requirement for the preparati<strong>on</strong> of<br />
<str<strong>on</strong>g>Envir<strong>on</strong>ment</str<strong>on</strong>g>al Impact Assessment reports, prior to the development of new industrial and commercial<br />
facilities.<br />
Ec<strong>on</strong>omy: The four mainstays of the ec<strong>on</strong>omy are fishing, agriculture, forestry and tourism. The major<br />
agricultural exports include sugar and copra. In the past most timber has been exported as “green” logs,<br />
but this situati<strong>on</strong> is gradually changing with the increasing development of local processing facilities,<br />
including timber mills and treatment plants.<br />
