Global <strong>Mobility</strong> CONOPS<br />

<strong>The</strong> Global <strong>Mobility</strong> CONOPS capabilities of airlift, air refueling, expeditionary air mobility<br />

operations, spacelift, and SOF mobility create the effect of rapid projection and application of<br />

Joint US military power. As we develop these capabilities and further describe them in supporting<br />

functional and enabling concepts, it is critical that the capabilities incorporate, to the maximum extent<br />

possible, the required Joint characteristics of being knowledge empowered, networked, interoperable,<br />

expeditionary, adaptable/tailorable, enduring/persistent, precise, rapid (fast), resilient, agile, and<br />

lethal. <strong>The</strong>se characteristics are important because they serve as a guide to how the future Joint force<br />

is to be developed, organized, trained, and equipped. <strong>The</strong> MAF is focused on increasing the precision<br />

and velocity of air mobility operations.<br />

Leverages <strong>Air</strong> Force capabilities with Joint and<br />

interagency efforts to prevent, protect, and respond to<br />

threats against our homeland—within or beyond US<br />

territories.<br />

Harnesses the integration of manned, unmanned, and<br />

space systems to provide persistent situation awareness<br />

and executable decision-quality information to the JFC.<br />

Provides combatant commanders with the planning,<br />

command and control, and operations capabilities to<br />

enable timely and effective projection, employment,<br />

and sustainment of US power in support of US global<br />

interests—precision delivery for operational effect.<br />

Employs Joint power-projection capabilities to engage<br />

anti-access and high-value targets, gain access to denied<br />

battlespace, and maintain battlespace access for required<br />

Joint/coalition follow-on operations.<br />

Provides a spectrum of capabilities from major combat<br />

to peacekeeping and sustainment operations. Global<br />

Persistent Attack assumes that once access conditions<br />

are established (i.e., through Global Strike), there will<br />

be a need for persistent and sustained operations to<br />

maintain air, space, and information dominance.<br />

Provides the deterrent “umbrella” under which<br />

conventional forces operate, and, if deterrence fails,<br />

avails a scalable response.<br />

ACS is the ability to create, protect, and sustain air and<br />

space forces across the full range of military operations.<br />

It is the foundational and crosscutting system of support<br />

enabling AF operational concepts and the capabilities<br />

that distinguish air, space cyberspace power—speed,<br />

flexibility, and global perspective.<br />

<strong>Air</strong> Force Smart Operations for the Twenty-First Century (AFSO 21)<br />

More efficient processes result in the deliberate and systematic elimination of surplus or waste—the<br />

objective of AFSO 21 is to better utilize resources, increase speed, and create flexibility to increase<br />

combat capability. It provides an AF approach to continuously improve all processes, develops a<br />

culture which promotes elimination of waste, and ensures that all <strong>Air</strong>men understand their role. <strong>The</strong><br />

MAF is fully engaged in AFSO 21; while it is modernizing the force to improve effectiveness and<br />

efficiency, it is also increasing the velocity and precision of mobility operations through process<br />

improvements, slashing waste throughout the <strong>Air</strong> <strong>Mobility</strong> Enterprise, and creating a lasting culture<br />

of continuous process improvement.<br />
