Flexibility<br />
Flexibility is interpreted broadly at <strong>Swinburne</strong>. It does not<br />
only mean online delivery <strong>of</strong> programs. Different models <strong>of</strong><br />
delivery that suit the needs <strong>of</strong> particular student groups,<br />
different degree structures, flexible teaching periods, and<br />
services to facilitate student-centred decision making<br />
about learning continue to be developed and implemented.<br />
<strong>Annual</strong> <strong>Report</strong> 2002<br />
A significant decision was taken late in 2002 to select<br />
Blackboard 6 as the preferred operating system for both<br />
higher education divisions. After three semesters <strong>of</strong> using<br />
a basic edition <strong>of</strong> Blackboard, <strong>Swinburne</strong> gained extensive<br />
knowledge <strong>of</strong> the characteristics required <strong>of</strong> a Learning<br />
Management System to enable the <strong>University</strong> to realize its<br />
flexible learning goals.<br />
The move to a more robust enterprise version <strong>of</strong> Blackboard<br />
also enables <strong>Swinburne</strong> to realize its entrepreneurial<br />
goals whereby it can extend the capabilities <strong>of</strong> the base<br />
learning environment using approved “building blocks”<br />
such as the provision <strong>of</strong> <strong>of</strong>fline communication facilities (a<br />
requirement <strong>of</strong> the Astronomy Online courses).<br />
The TAFE Division operates using WebCT Campus Edition,<br />
and some intersectoral programs with Lilydale are also on<br />
WebCT.<br />
A new Teacher’s Qualification Policy was developed in line<br />
with the Australian Quality Training Framework. The<br />
minimum teaching qualifications for ingoing and fixed term<br />
contract at Levels 1-5 and for sessional teachers involved<br />
in delivery and assessment are:<br />
■ Certificate IV in Vocational Education and Training, or<br />
■ Certificate IV in Assessment and Workplace Training or<br />
equivalent<br />
Learning and Teaching Support have provided a range <strong>of</strong><br />
pr<strong>of</strong>essional development programs open to all staff and<br />
including topics such as students with disabilities and<br />
online learning, assessment, use <strong>of</strong> learning technologies,<br />
problem based learning, etc.<br />
The Higher Education Division, Hawthorn, Prahran and<br />
Lilydale, have introduced selected programs in an online<br />
format or with an online capability that includes subject<br />
outlines, media library and resource uploading.<br />
