4. The Karnataka State Finance Corporation, Industrial Investment Development Corporation, Small Scale
Industries Development Corporation and Karnataka Electronics Corporation provide finance, equity
participation, factory sheds and raw material supplies.
• Associations
Karnataka has got 123 associations representing various trade, banking and industrial organisations. Prominent
among the manufacturers associations are Karnataka State Small Scale Industries Association, Confederation
of Electronic Industries of Karnataka and Peenya Industries Association. All the 123 associations are
affiliated to the parent body: Federation of Karnataka Chambers of Commerce and Industries (FKCCI).
• Industrial States
Karnataka has the following industrial states. These industrial states provides significant input to the
industrial growth of the state through their industrial production:

4. Governance
The right partnership which, was developed between the Indian Govt. & the Indian Industry has facilitated the
industrial growth in the state. Establishment of the Software Technology Park Scheme (STP) in 1991 has been
a step in the right direction, at the right time. To improve the performance of State Public Sector
Undertakings, certain simplifications of procedures and delegation of powers have been done like
enhancement of validity period of licenses issued and enhancement of sanctioning powers of Executive
Engineers of Karnataka Engineering Board (KEB).
• Programmes:
1. YUVA.COM, an IT training scheme conceived by the Department of Information Technology and the
Department of Rural Development and Panchayat Raj was launched as part of Mahiti – Government of
Karnataka’s Millennium IT Policy.
2. The STP scheme as a catalyst: In 1990, the STPIs were established through three separate autonomous
societies at Pune, Bangalore and Bhubaneswar, which were later, merged in June 1991 into a single
corporate entity and in quick succession STPIs were established at Noida, Gandhi Nagar, Hyderabad and
Thiruvananthapuram. The STP scheme is a 100 percent export oriented scheme for the development and
export of computer software, including export of professional services using communication links or
physical media.
3. The Karnataka Industrial Areas Development Board (KIADB) was set up under the Karnataka Industrial
Areas Development Act of 1966, with the objective of promoting industrial development in the State of
Karnataka. The Industries and Commerce (I&C) department of the Government of Karnataka is the
administrative body for the Board.
4. Karnataka State Industrial Investments And Development Corporation (KSIIDC): to promote industrial
growth in the state of Karnataka. Assistance is available for purchase of identifiable items of new plant
and machinery for modernisation/expansion /balancing/replacement or for any other purpose.
5. Biotech Park: the Government of Karnataka established the first Biotech Park on the campus of the
University of Agricultural Sciences, Bangalore, on land of about 30 acres. The entire management of the
park is under the guidance of the Vision Group on Biotechnology. The facilities are on commercial bases.
6. Destination Hubli: The programme, ‘Destination Hubli’, launched by Government of Karnataka
highlights the uniqueness of the Hubli-Dharwad programme in attracting investments in BPO 13 sector.
Hubli, which is mid-way between Bangalore and Mumbai, has excellent connectivity and infrastructure
with numerous arts, science, commerce, engineering, medical, etc… ...
7. Mangalore, Udupi: This belt also offers a number of excellent well-known engineering, medical and other
colleges.
5. Entrepreneurship and Training
In Karnataka the entrepreneurship activities are addressed through encouraging R&D and up grading of
training institutions with the provision of incentives and resources. The following is a list of developments
related to Human Resources & Entrepreneurship Development:
1. Industrial units are encouraged to establish new training institutions. As well industrial units are
encouraged to come forward to `adopt’ the existing training institutions run by the Govt. Departments/
Agencies in terms of: I) Revision/up-gradation of syllabus/curricula of training institutions, academic
institutions to facilitate career development; II) Modernization/up-gradation of equipment/facilities of
training institutions/academic institutions; III) Exchange programme for faculty of training
institutions/academic institutions and industrialists to strengthen the concept of continuing education
