5. Entrepreneurship
Special Schemes for Women Entrepreneurs:
The Women Entrepreneur Cell (WEC) set up Manufacturing Units for women entrepreneurs. It provides also
assistance to women entrepreneurs in the following two categories:
• Women who have acquired skills in a particular trade by way of inheritance and who were not necessarily
educated or professionally qualified.
• Women who have developed skills in a particular trade by way of education, professional qualification etc.
UDYOG SADAN
The Department of Industries has a planed scheme to build a composite office under the name "UDYOG
SADAN" to provide requisite assistance to the entrepreneurs. The proposal is aimed to accommodate the
offices of concerned authorities connected with Industrial Development under one roof as well as to save
them from high market rents being paid against rented building.
Innovation and Learning
The Foundation for Innovation and Technology Transfer (FITT) was established at the Indian Institute of
Technology Delhi (IIT Delhi). FITT has the following thrust areas: Technology Transfer, Technology
Development Projects, and Facilities & Specialized Equipment.
The Delhi National Innovation Foundation (NIF) has taken up the extraordinary challenge of identifying
creative and innovative individuals in different parts of the country and recognize, respect and reward them.
NIF is committed to provide intellectual property right protection to these innovators and help link innovation
with investment and enterprise.
Growth Centers
In order to promote industrialisation of backward areas, the central Governments announced in June 1988 the
scheme for establishment 70 Growth Centres throughout the country. Each growth centre would be bestowed
with the best of infrastructure facilities to facilitate and promote industrial growth.
Facilities And Financing Pattern For Growth Centres:
• Proximity To Railhead, National Or State Highways, Or Port.
• Water, Electricity, Telecommunication, Education And Health Facilities, Sufficient Land.
Financing Pattern Of Each Growth Centre Is As Follows:
• Central Government : Rs. 10 Crores
• State Governments : Rs. 5 Crores
• Financial Institutions/Banks : Rs. 5 Crores
• Market Borrowing : Rs. 10 Crores
About 65 Growth Centres have been identified. An important criteria for identification of growth centre is that
its sphere of influence should cover an area of about 400 to 800 hectares. About 28 Growth centres are in
various state of completion.
The industrial growth centres are total tax free zone for 10 years. All industrial activity in these zones are free
from income tax and excise for 10 years from the commencement of production. Industries located in the
growth centres would also be given capital investment subsidy at the rate of 15% of their investment in plant
and machinery, subject to a maximum ceiling of Rs 3 million.
