Vadodara is on the major rail and road joining Mumbai with Delhi and Mumbai with Ahmedabad. Because of this Vadodara is known as a ‘Gateway to the Golden Corridor’. National Highway No. 8 passes through the city. All super fast and express trains halt at Vadodara Railway Station. Vadodara also has an airport, which is very well connected with the other major airports of India. The industrial strength of Gujarat has also supported the industrial growth in Vadodara. The elements that contributed to the dynamic development of Vadodara and Gujarat are discussed in details as follows: 1. Policy issues The new Industrial Policy of Govt. of Gujarat lays down a special emphasis on export sector. State Government adopted specific policy for promoting export from the State with higher value addition. For this purpose, emphasis was made for special promotion was derived from agro and food industries and development of aqua culture, electronics, garment, handicrafts, leather, gems and jewellery. These sectors have been declared as thrust areas for promotion of industrial development in the State to be added to the existing industries of the State. The policy offers an attractive package of incentives to accelerate the industrial growth in the state. The objectives of the policy are: Accelerate development of the backward areas, creation of large scale employment opportunities, increases of total flow of investment to industrial sector, accelerating the development of infrastructure and human resources to sustain the long term growth, achieving sustainable development. 2. Incentives and resources Gujarat was the first State to announce special incentives for setting up 100% EOU 22 s in the State. It is also the first State to establish an International Trade Promotion Council at the State level for assisting exporters. The State Government through its various agencies has been successful in attracting considerable foreign investment in the State since 1970s. The new industrial policy adopted by the Government further signifies the commitment towards progress. The incentive policy effective for a period of 5 years from August 1990 aims at: 1. Balanced industrial growth in all the regions of the State 2. Generating employment potential of at least 1 million persons during the eighth five-year plan. 3. Establishing export oriented industries and inviting foreign and NRI Investment in the State. 4. Promoting labour intensive industries in cottage, handloom and handicraft sectors and thereby generating self-employment. This new approach has given the State the unique status of attracting a significant volume of Foreign Investment by the end of 1994. Many multinational companies like ASEA Brown BOVERI, Huber etc. are setting up their units with 100% equity in Gujarat in the areas of automobiles, heavy engineering, power, etc. 1. Capital investment subsidy of 35% of he fixed eligible capital (FEC) investment in category-I, 25% in category- II, 30% of FEC in SSI (Max. Rs. 3 million) for category-I, 20% in category-II, 30% (Max. 25% million) medium & Large Industries, 20% (1.5 million) in category-II. 2. 100% of FCI for a period of 9 years for Tiny & SSI in Category-I 3. 100% of FCI for a period of 6 years for Tiny & SSI in Category-II 4. 80% of FCI for period of 9 years for M&LSI in Category-I 5. 60% of FCI for period of 6 years for M&LSI in Category-II 6. Pioneer units subsidy have 30% (up to Rs. 2.5 million) 20% (up to Rs. 1.5 million) of FCI for Category-I & II respectively. 7. Additional sales tax benefit of 100% of FCI up to 10 Years for Category-I and 75% for 8 year for category-II 8. 100% of EOU units, 100% of FCI for a period of 10 years sales tax benefit, 75% for FCI for 8 year. 9. Special incentives for Electronics Industry i.e. capital investment subsidy between 25% & 35% up to Rs. 3.5 million. 10. Subsidy of 40% of fixed capital up to Rs. 2 lack for entrepreneurs belonging to disadvantaged groups. 11. Unveiled portion of sales tax incentives for new promoters reviving sick units. 12. Subsidy on 50% capital investment on social infrastructure projects. 13. New scheme for promoting small and ancillary units on the basis of local resources and skills. 14. Special incentives for purchase of environment-friendly plant and machinery. 3. Support Institutions and Organizations 1. Entrepreneurship Development Institute of India, Ahmedabad 2. Small Industry Service Institute (SISI). 3. Gujarat International Trade Promotion Council. 4. Gujarat Industrial and Technical Consultancy Organisation Ltd. (GITCO). 5. Gujarat Board for Industrial and Financial Reconstruction (GBIFR) for rehabilitation of SSI and non- BIFR viable sick units. 22 Export Oriented Units 46

Textile Institutions: The main objective of these institutions is to carry out research and render consultancy services (quality Management Service - ISO-9001) to industry on various aspects of textile technology with a view to reducing the cost and improving the quality and durability, reducing pollution, conserving energy and utilizing waste, adopting new technology and improving the technologies in the decentralised sectors. A large number of research projects of considerable importance are already going-on in several fields of textiles. • Industrial Associations: 1. Ahmedabad Textile Industry Research Ass. (ATIRA) 2. Governance The Govt. of Gujarat implemented the following schemes with incentives for setting up employment-oriented industrial parks, high-tech parks, investment -oriented parks and trade centres. • Programmes 1. Special Export Zones (SEZ) units are units that can function as Manufacturing, Trading or Service activity units. The Govt. of Gujarat established SEZs to facilitate exports and trading. The KANDLA Special Economic Zone (KASEZ) provides a competitive free environment for exports. The first Free Trade Zone at Kandla Port is closest on the Indian coast to the Middle East, Europe, CIS and Africa having extensive handling facilities for large volume of dry, bulk break liquids, chemical and general cargo. With these facilities, a special drive towards promotion of export by the State Government made a quantum jump in export in Gujarat. 2. The Industrial Parks Scheme 2000’ through private agencies. This Scheme of Industrial parks is set up by the private sector apart from the industrial estates being set up by Gujarat Industrial Development Corporation. 3. Scheme for rehabilitation of sick Small-Scale industries. The Scheme is applicable only to Small Scale industrial units/ancillary units in the manufacturing sector whose total investment in plant and machinery exceeds Rs. 5 Lakh excluding fixed assets. Resources Gujarat is endowed with abundant supply of natural resources. Besides Crude Oil and Natural Gas, other important minerals available in the State are Bauxite, Limestone, Lignite, Calcite, and Dolomite, China clay, Silica, Fluorspar, Chalk and Fire clay. Gujarat is a leader in the production of various agricultural products e.g. Castor, Groundnut, Tobacco, Cotton etc. Innovation and learning Growth Centres The following growth centres are established to facilitate the process of innovation through technology testing and improving:- 1. Growth Centre of VAGRA, 2. Growth Centre of PALANPUR 3. Growth Centre of GANDHIDHAM 5. Entrepreneurship and Training Gujarat business community is well known for its entrepreneurship skills and it has a strong presence in several parts of the world. This spirit of entrepreneurship has made Gujarat one of the most industrialised States in India. The Gujaratis have spread to many parts of the world, notably East and South Africa, UK and USA. Many of them have made a mark in the business world. 47
