In pursuance of the Supreme Court order of December 1997, 15 Common Effluent Treatment Plants are established by the CETP 38 societies to cover 28 approve industrial areas. It is the responsibility of the societies to construct, operate and maintain these plants and control the quality of effluents discharged by the industries within the prescribed parameters. For this purpose, the Govt. of Delhi has released Rs. 22.5 Crore and the Central Govt. has released another Rs. 22.5 Crore being 50% of the capital cost of all the 15 CEPT units. The remaining 50% of the capital cost i.e. Rs. 45 Crore and subsequent annual operational and maintenance charges are borne by these societies. In case these societies so desire they can obtain a loan up to 30% of capital cost from the IDBI 39 or any other financial institution. More stringent norms for vehicular emissions have been notified under the Central Motor Vehicles Rules, which have come into effect from April 1996. Supply of unleaded petrol in Delhi has been introduced with effect from April 1, 1995 for use in four-wheel vehicles fitted with catalytic converters. 6. Access to Venture Capital 1. The scheme aims at financing small/medium scale industries based on sound project ideas, which are based on new technologies. Assistance under the scheme is available for projects promoted by technical entrepreneurs involving innovative technology, up gradation developed through in-house R&D or recognised research laboratories and institutions. 3. Delhi Khadi & Village Industries Board: The Delhi Khadi and Village Industries Board provides financial assistance for setting up village industries unit and marketing outlets to the individuals, industrial cooperative societies and institutions. Financial assistance up to Rs. 10 Lakh to an individual entrepreneur and up to Rs.25 Lakh to the institutional cases based on the Project Report for the particular scheme are provided.
