To qualify for this designation within the Network the place must be where a regional, national or international airport with regularly scheduled commercial airpassenger services is located. Capital cities of regions, territories, states, provinces and the like may also be designated without regard for whether their airports bear their names. A national capital or a large urban area that is generally accepted worldwide as having international significance and influence. A dynamic city, one that is engaged in import replacement, unleashes five forces - markets, jobs, transplants from other places, technology, capital. It comprises the mechanisms, processes and institutions, through which citizens and groups articulate their interests, exercise their legal rights, meet their obligations and mediate their differences. Such units may be set up either under the Export Oriented Units or under EPIP [Export Promotion Industrial Park] Scheme or under the EHTP [Electronic Hardware Technology Park] Scheme or Software Technology Park Scheme or Special Economic Zone. Mega project means: Fixed Asset: Projects with an investment of Rs.100 Cr. and above. Fixed assets shall mean the total investment made on land, building and plant and machinery and such other productive assets like tools, jigs, and fixtures, dies, utilities like boilers, compressors, diesel generating sets, cranes, material handling equipments and such other equipments directly related to production purposes. 59
