How did Pune reach this growth?
It is Maharashtra Government's commitment to strengthen the State's leading position and to make its
Information Technology industry globally competitive. To give its efforts proper thrust, the Government of
Maharashtra has taken a number of policy initiatives in the areas of HRD, Infrastructure, Incentives to the
Information Technology industry and computerisation of Citizen-Government interface. MIDC also played a
big role to make Pune the hub of ‘IT enabled services’.
With its strong HRD and infrastructure, Maharashtra is well prepared to take full advantage of the Information
Technology revolution sweeping the globe. The State has a leading position in India, itself a nation with rare
potential in the Information Technology sector. The Centre for the Development for Advanced Computing, C-
DAC, which developed India's Super Computer, is located at Pune in Maharashtra. The State also boasts of
the largest number of software companies and accounts for the biggest portion of India's software exports.
Maharashtra is the most Industrialised state in India. Pune, located geographically in the heart of the state and
accessible by Air, Road & Rail Transport from all over the state is the ideal venue for an industrial exposition.
Ranjangaon Industrial Area, one of the best industrial parks in the country, was completely developed by
MIDC 20 in May 1999, after having acquired the land in the year 1993. The main objective was to promote
industrial growth and attract foreign direct investment. In the last 5 years, since plot allotment started,
projects worth Rs. 4,100 Crores have been established with big multinationals setting up base here. MIDC has
invested Rs.130 Crores for the development of the area and all efforts are being made to make this park the
only one of its kind.
With several giant projects in the offing, the region is a key growth-centre. The exhibition ground, situated
right in the middle of the city extends over an area of 25000 sq. meters. It has well established facilities for
all allied amenities/infrastructure required for a Trade fair. This Trade Expo provides an opportunity for
companies to display their products & expertise not only to the local buyers but also to national-level visitors
looking for tie-ups in the field.
Pune's transformation into an Information Technology city ready for the 21st century has largely been due to
the availability of specialized and professional manpower, infrastructure in terms of relatively cheap Real
Estate, abundant water and power. The credit goes to a number of institutions that have individually and
collectively worked towards such a vision to be converted into reality. This is a pace that is now gathering
momentum and will gather momentum in future. The core competencies of Pune are that it offers significant
opportunities to emerge as a global player in specific sectors with a focused strategic planning. Some of the
International prestigious industries are located in Pune. MIDC (Maharashtra Industrial Development
Corporation) was instrumental in bringing the development of a large industrial area of 4,000 acres at Bhosari,
which brought about a number of industries, small and big to concentrate in this area.
The industrial policy, infrastructure, innovation systems, related institutions and entrepreneurship
development are all elements that contributed to the dynamic development in Pune and Maharashtra. These
are discussed in details as follows.
1. Policy Issues
Maharashtra was the first State to set up policy for Special Economic Zone (SEZ) in the country. The
Industrial Policy of Maharashtra 1993 mainly aimed at simplification of procedures and rationalization of
rules. The Industry, Trade & Commerce Policy 1995 aimed at empowering people at all levels with special
focus on infrastructure development with private sector participation. A comprehensive Information
Technology Policy was announced in 1998, keeping in view the importance of the IT sector for employment
generation, its implications for industry and trade, the financial sector, media and entertainment, health,
education and research. The economic reforms initiated in 1991 brought about a paradigm shift in the
approach to economic growth, industrialization and income distribution. A number of control regimes were
dismantled in the areas of industrial policy, taxation, export-imports and foreign investment. De-licensing of
industry, de-reservation of the public sector, easing of competition controls, reduction of import tariffs, and
deregulation of interest rates. Steps for opening up of capital markets were among the reforms undertaken to
encourage investment and capital formation. The State has entered into the phase of second-generation
economic reforms, with emphasis on structural changes in addition to fiscal incentives for the promotion of
industry and balanced regional growth. This has coincided with increasing international competition and rapid
