How did Delhi reach this growth?
The industrial policy, infrastructure, innovation systems, related institutions and entrepreneurship
development are all elements that contributed to the dynamic development in Okhla and Delhi. These are
discussed in details as follows.
1. Policy Issues
The policy lays special emphasis on promotion of industries which can achieve optimum level of production
with less space, power and can generate employment for skilled persons and sophisticated industries produce
high value added items touching areas of new technology. The Delhi Policy Group (DPG) 30 is an independent
think tank supported by the corporate sector. The endeavour of the Group has been to lay the foundation for
fresh thinking on government policy and to influence the formulation and execution of the national policy
through analysis, criticism and interaction. The DPG facilitates interaction between planners, legislators,
bureaucrats and thinkers. It conducts seminars and workshops with national and international guests. It also
initiates studies and research projects.
The policy statement emphasized the promotion of sophisticated industries that can achieve optimum levels of
production using less space and power while generating employment avenues for skilled persons. In order to
clean up the environment, emphasis was placed on encouraging non-polluting and non-hazardous units in
Delhi. Household industries are permitted. 73 industries had already justified their existence and operation in
residential houses with a maximum power load of 5 kilowatt. Their industries are permitted with the provision
that the industry does not cause pollution or congestion and could be operated within a space of 30 square
meters.
2. Incentives and Resources
Apart from the basic amenities the Authority and the state government has offered attractive benefits and
incentives to the organisations that are functioning in Greater Noida.
• Subsidy of 50%, up to Rs. 0.05 million, of investments in anti-pollution equipment
• Reservation of 10% factory sheds for women entrepreneurs to be allotted at JHANDEWALAN Complex
• Finance at the rate of 12.5% through Delhi Finance Corporation(DFC) for women entrepreneurs
• DFC term loans for small and medium scale industries
• DFC soft loans and seed capital for investors who cannot afford to make promoters' contribution
• DFC guidance for new entrepreneurs on identifying projects and filling loan forms
• Delhi State Ind’l. Development Corp. (DSIDC) support investors on project evaluation/market surveys.
• DSIDC assistance in marketing of SSI products
The Delhi Government has set up some incentives in the form of:
1. One Window Information Service to provide quick and valuable Information Service to investors
2. Sanction of Power load from Delhi VIDYUT Board,
3. Issue of provisional registration as a small scale industry.
On Provisional Registration the Industrial Units are avail of the following facilities:-
1. Material for construction of factory building.
2. Apply to the Corporation/local bodies for permission to construct sheds for establishing the unit.
3. Apply for Municipal Corporation Licence & power connection.
4. Apply for financial assistance to Delhi Financial Corporation/Nationalised Banks etc.
5. Procurement of machinery on hire/purchase basis to National Small Industries Corporation/Delhi
State Industries Development Corporation/other institutions.
6. Apply for import of raw materials/components and capital goods.
3. Support Institutions and Organizations
1. Delhi Khadi & Village Industries Board 31 : This statutory Board was reconstituted on 18.2.99 with
Minister of Industry, Govt. of Delhi as its Chairman. The Khadi & Village Industries board implements
two schemes namely KVIC 32 Schemes and Block Loan Scheme under which the Board provides
financial assistance to industries. The Office of the board is situated at Canning Lane, Kasturba Gandhi
Marg, New Delhi. The board provides financial assistance to the entrepreneurs, artisans and cooperative
societies to start units to manufacture khadi & village industries products.
