Sheriff Robert P. Peryam<br />
Sheriff<br />
Sheriff Robert P. Peryam is ultimately<br />
responsible for every division<br />
and department in the <strong>Monroe</strong> <strong>County</strong><br />
Sheriff’s <strong>Office</strong>. He is in touch, day to<br />
day, with the activities of the Sheriff’s<br />
<strong>Office</strong> through his chain of command.<br />
Most divisions and departments<br />
report to him through his second in<br />
command, Colonel Richard Ramsay.<br />
His Aide, Val Marinello, and General<br />
Counsel Mark L. Willis report directly to<br />
the Sheriff.<br />
Undersheriff<br />
The Undersheriff holds the rank of<br />
Colonel and is second in command of<br />
the Sheriff’s <strong>Office</strong>, reporting directly to<br />
Sheriff Peryam. He is responsible for<br />
the day to day actions of Sheriff’s <strong>Office</strong><br />
personnel and for the enforcement<br />
of General Orders and Policy within<br />
the Sheriff’s <strong>Office</strong>. He also handles<br />
the disposition of disciplinary action.<br />
Colonel Richard Ramsay Colonel Ramsay oversees all Sheriff’s<br />
Department Bureaus, including the<br />
Operations, Corrections and Administrative<br />
Bureaus; the Sheriff’s Community<br />
Relations Division, the Communications Division, the Aviation Division,<br />
the Internal Affairs Division and the Chief of the High Intensity<br />
Drug Trafficking Area group in Miami report directly to him.<br />
Internal Affairs<br />
The primary function of Internal Affairs<br />
is to investigate complaints against Law Enforcement<br />
and Corrections <strong>Office</strong>rs. The unit<br />
also investigates, resolves and coordinates<br />
citizen complaints, and accepts and tracks<br />
commendations from the public and from<br />
supervisors citing employees for exemplary<br />
performance.<br />
IA reviews lawsuits naming Sheriff’s <strong>Office</strong><br />
employees, and employee and citizen<br />
Captain Don Hiller<br />
complaints that are a result of law enforcement<br />
action including the use of force. Investigators also handle property<br />
seizures, work environment offenses and union grievances.<br />
Captain Don Hiller directs the <strong>Office</strong> of Internal Affairs, which is<br />
staffed by two full time investigators and an Executive Assistant.<br />
During <strong>2009</strong>, the <strong>Office</strong> of Internal Affairs tracked 13 Internal<br />
Affairs investigations arising from complaints against deputies or<br />
Sheriff’s <strong>Office</strong> employees, five were investigative reviews of lawsuits<br />
filed against the <strong>Office</strong>, and four were Administrative Inquiries.<br />
There were 70 allegations of policy violation by supervisory personnel<br />
in the MCSO.<br />

General Counsel<br />
Mark L. Willis<br />
Legal Division<br />
The Legal Division provides counsel to<br />
the Sheriff and the agency’s many divisions<br />
as well as overseeing the Civil Division. The<br />
Legal Division is staffed by Mark L. Willis,<br />
General Counsel, and includes Jonathan G.<br />
Ellsworth, Deputy General Counsel.<br />
Civil Division<br />
The Civil Division acts as the executive<br />
arm of the court system. The Division receives,<br />
processes, and executes legal process<br />
including summonses, subpoenas, writs of executions, writs of<br />
possession, writs of attachment, writs of bodily attachment, injunctions<br />
and levys. The Division also handles the appointment of Private<br />
Process Servers.<br />
