Sheriff’s Command Staff, <strong>2009</strong><br />

The Undersheriff holds the rank of Colonel and is second in command of the Sheriff’s <strong>Office</strong>, reporting<br />

directly to Sheriff Peryam. He is responsible for the day to day actions of Sheriff’s <strong>Office</strong> personnel and for the<br />

enforcement of General Orders and Policy within the Sheriff’s <strong>Office</strong>. He also handles the disposition of disciplinary<br />

action.<br />

Colonel Ramsay oversees all Sheriff’s Department Bureaus, including the Operations, Corrections and<br />

Administrative Bureaus; the Sheriff’s Community Relations Division, the Communications Division, the Aviation<br />

Division, the Internal Affairs Division and the Chief of the High Intensity Drug Trafficking Area group in Miami<br />

report directly to him.<br />

Colonel Ramsay, raised in the Florida Keys, started with the <strong>Monroe</strong> <strong>County</strong> Sheriff’s <strong>Office</strong> in 1987 as a<br />

patrol deputy. He has worked in virtually every area of the Sheriff’s <strong>Office</strong> over the years, in Traffic Enforcement<br />

as a deputy and then as Traffic Sergeant. He worked as a Patrol Sergeant, and Detective Sergeant of both the<br />

Sheriff’s <strong>Monroe</strong> <strong>County</strong> HIDTA Group and as head of Special Operations and Narcotics. He was promoted<br />

Colonel Richard Ramsay to Lieutenant in the year 2000, placed in charge of all investigative functions, including general crimes, crime<br />

scene investigations and special teams.<br />

He was promoted to Captain in 2001, serving as Commander of Operations at the Main Detention Facility<br />

and then Captain of the Lower Keys District. He became Lieutenant Colonel in 2003, third in command of the entire office, and has served<br />

as Colonel since 2004.<br />

He has attended the prestigious Federal Bureau of Investigations National Academy and the Southern Police Institute’s Command <strong>Office</strong>rs<br />

Development Course. He serves on the board of United Way, the MARC House, the Guidance Care Center, the Florida Keys Children’s<br />

Shelter and the Florida Keys Community College Training Advisory Committee.<br />

Colonel Ramsay’s depth of experience in law enforcement, and in <strong>Monroe</strong> <strong>County</strong> law enforcement, makes him particularly effective at<br />

directing all aspects of the office.<br />
