2.6.11 Consistency<br />

The plan should be consistent with the policies of relevant internal and external agencies and authorities<br />

such as Government Agencies, Federal legislation and Standards and Occupational Health & Safety<br />

Guidelines.<br />

3. Case Study: Disaster Management Plan for Allama Iqbal Open <strong>University</strong>- Islamabad-<br />

Pakistan.<br />

3.1 Introduction<br />

Allama Iqbal Open <strong>University</strong> is one of the 13 mega Open Universities of the world providing education<br />

to more than 7, 00,000 students across the country through formal and non formal, Open and Distance<br />

Learning (ODL). The main campus of the <strong>University</strong> is located at the federal capital Islamabad and the<br />

outreach system is composed of 26 regional centers, 91 regional coordinating offices at distract levels and<br />

1006 study centers across the country to provide education from elementary to doctoral level in more than<br />

1000 courses (AIOU Vice Chancellor report, 2006)<br />

Presently around 3000 employees are working at AIOU, with more than 2000 person at main campus.<br />

During the earthquake of October, 2005, it was observed that there is no proper disaster plan with the<br />

<strong>University</strong> to deal with any kind of emergency situations. A draft Disaster Management Plan was<br />

developed for the purpose.<br />

3.2 Salient Features of the proposed Disaster Management Plan (DMP) for AIOU<br />

The Co-ordination of a disaster situation occurring on a campus shall be controlled by the Disaster<br />

Management Group (DMG). Under the plan the DMG is responsible for the allocation of resources and<br />

making decisions regarding the situation at hand. The DMG shall be composed of the following;<br />

- Vice Chancellor as Patron in Chief.<br />

- Registrar as Controller.<br />

- Project Director ( Director P&D) as Coordinator<br />

- Estate Management Officer<br />

- Occupational Safety Health and Security Officer.<br />

- Representatives from the Staff Unions.<br />

- Public Relations Officer.<br />

- Treasurer<br />

The organization of DMP has been given in Figure 1.<br />
