4.2. Upliftment of rural livelihoods: The ultimate goal of the PSL should be to conserve wildlife<br />
in partnership with the local human population. The program should benefit local people<br />
in improving their quality of life through suitable alternative livelihoods and better<br />
facilities.<br />
5. Activities Under the Proposed ‘Project Snow Leopard’<br />
Several activities need to be undertaken under PSL. Those that need to be started immediately<br />
include:<br />
5.1. Consultations: There are numerous other stakeholders whose contributions should be<br />
solicited for designing the PSL. These include the state Forest Department, Local bodies<br />
such as village councils, Panchayats, Community Based Organizations, Hill Council,<br />
Agricultural department, Animal Husbandry, legislators/ parliamentarians, local NGOs,<br />
International and National collaborations, Universities, Tourism Department, ex-officers<br />
of the Wildlife Department, and Law enforcement agencies. Further consultations or<br />
meetings should be organized with these agencies in the coming year to identify their key<br />
concerns and their expectations from the PSL.<br />
5.2. Departmental surveys in areas listed under PSL: Numerous areas listed as <strong>project</strong> sites have<br />
not been assessed for their wildlife populations and habitats in recent years. Rapid surveys<br />
need to undertaken to ascertain the occurrence of species, information on their status and<br />
the primary threats.<br />
5.3. Review Annual Plan of Operations (APO) for last 2 decades: The Department should review<br />
the APOs for the last 20 years to look at the activities undertaken and to also assess the<br />
impact of APOs on wildlife and wildlife habitats.<br />
5.4. Plan the National Consultation: A National Consultation on the PSL is being planned by<br />
the JK Wildlife Department, together with NCF-ISLT with support from the MoEF. This<br />
consultation will help in providing a platform for all the five <strong>project</strong> states to combine<br />
their concerns and expectations from the PSL and prepare the final plan for the PSL. The<br />
honorable state Forest Minister, Mr. G.M. Sofi and the Principal Secretary (Forests), Ms.<br />
S. Kumar, have kindly offered to host this consultation in Ladakh in 2005.<br />
Follow-up action: As an immediate output, this workshop report has been drafted with the key<br />
points of the discussions. A ‘Core Group’ is to be formulated with c. 5 members from the State<br />
Wildlife Department, headed by the Chief Wildlife Warden. The core group also includes Dr.<br />
Yash Veer Bhatnagar, and Dr. Charudutt Mishra from NCF-ISLT, India, and Dr. R.S. Chundawat<br />
from ISLT. The Core Group will work closely for PSL formulation and coordinating the associated<br />
activities.
